Population and Housing Census: PES Methodology and Lessons Learned

This report provides an overview of the Population and Housing Census conducted in Thailand in 2000, specifically focusing on the Post Enumeration Survey (PES) methodology used to measure coverage and content errors. Organization Historical Background • Official statistics in Thailand began on April 1, 1915. • The department underwent several changes in status until it became the National Statistical Office (NSO) in the Office of the Prime Minister on May 23, 1963. • According to the governmental reform in around October 2002, In present the NSO is in the Ministry of information andcommunication Technology. • The organization of the NSO is divided into two part , i.e. thecentral and provincial administrations

  5. Population and Housing Census National Statistical Officehas had long experience in undertaking population and housing census • The latest Population and Housing Census was carried out in April 2000

  6. POST ENUMERATION SURVEY OF THE 2000 POPULATION AND HOUSING CENSUS

  7. The objective of the PES  To measure both coverage and content errors

  8. Planning of the PES Staff Planning PES team was different from the Planning census team Enumerator and supervisor were selected from provincial statistical offices who has the experience to conduct the field operation

  9. Staff (contd.)  Enumerator and supervisor of the PES were not the same staff of the census.

  10. Budget  The budget from PES was a part of a census programme

  11. Frame  the final list of blocks / group of villages covered during the census

  12. Sample design  Stratified One - Stage Sampling  Region was constituted strata  The sampling unit was block / group of villages

  13. Sample design(contd.) Stratification  Group of provinces in each region was constituted strata  There were altogether 4 strata  Each stratum was divided into 2 parts  Municipal areas  Non - municipal areas

  14. Sample design(contd.) Selection of Sampling Unit  A number of sample blocks / group of villages were selected systematically in each sub - stratum  The total sample blocks / group of villages were 1,520 from 67,800 blocks / group of villages

  16. Sample design(contd.)  Non - municipal areas The sample group of villages were 950 from 46,600 group of villages.

  17. Sample design(contd.) A group of villages consisted of at least 100 households. The group of villages might be - one village or - more than one village or - part of a village, in the case that the village was big

  18. Field work The PES methodology required independence between the census and the PES.  period of PES 1 - 30 June 2000  the total enumerators were 450

  20. Matching  the One - way match manual method was adopted  there are 2 steps for matching 1. Matchingof data fromthe listing - household by household

  25. Analysis and Evaluation For the analysis and evaluation data, The results of matching between census and PES were used to estimate and compute the statistical value for the coverage and the content errors of census

  29. PES Report PES results were only used in the NSO, classified by region, municipal areas and non - municipal areas

  30. Lessons Learned From the PES 2000,the matching procedure that was done by manual should be improved for the PES 2010.
