URGENT FBI Hunts American Citizens Trained Overseas For Terror FBI agents have begun aggressively hunting for Americans who have recently returned from trips to Pakistan where they may have trained at Al-Qaida camps. A coast-to-coast dragnet has been launched partly in response to leads developed in the arrest of one of Al-Qaida's "fixers" in the U.S. They report the bureau is in a race against time to identify Pakistan-trained sleeper cells and disrupt a possible pre-election "October surprise." FBI has ordered its field offices to aggressively pursue anonymous tips and report back any suspicious activities in their Muslim communities. The intelligence will be immediately analyzed and shared in a threat matrix to avoid a repeat of the so-called "Phoenix memo" intelligence failure, officials say. The FBI's new rules and current sense of urgency follow the recent interrogation of Al-Qaida operative Aafia Siddiqui. She was found with handwritten notes that referred to a "mass casualty attack" and listed various locations in the U.S. including Wall Street, the Empire State Building, the Statue of Liberty, Plum Island and the Brooklyn Bridge. In addition, certain notes referred to the construction of "dirty bombs," chemical and biological weapons and other explosives. Interrogations have revealed that possibly hundreds of American Muslims have traveled to Pakistan in recent years to train at Al-Qaida and Taliban madrassas and terror camps and have returned to the U.S. to carry out suicide attacks. Homegrown Terrorist • FBI Warns of Suicide Attacks in U.S. • Federal officials notified law enforcement agencies Monday of a potential al-Qaeda terrorist attack in which public buildings are targeted by suicide bombers. The analysis by the FBI and the Department of Homeland Security describes a scenario where a dozen attackers each carrying 20 kilograms of explosives storm a building, "seal off escape and access points, and occupy it long enough to set and detonate their explosive packages." In the al-Qaeda plan, "would be able to enter many publicly accessible buildings easily with little or no resistance from often poorly trained and lightly armed or unarmed security guards, and that an explosion from inside the building would be particularly effective." The FBI/DHS analysis states that a "recently discovered audio recording of al-Qaeda training sessions conducted several years ago" provided detailed instructions on how to carry out such an attack. AL QAEDA (Reminder) • Al-Qaeda 'Used 24+ Child Suicide Bombers in Last Two Years • Al-Qaeda has over the past two years used over known 24 children to carry out suicide bombings in Iraq. • Of the known 24 children, five had a mental • disability. From analyzing the others' remains, • it was established that they were homeless. • At least 3 American soldiers stationed in Iraq have • reported that the insurgency has armed children • as young as 11 to fight against them. AL QAEDA • American Al-Qa'ida Resurfaces in New Video • In a new video statement from al-Sahab—al-Qa'ida's media group—U.S. citizen and former California resident Adam Gadahn addresses English-speaking Pakistani/Afghan populations much in the same way Ayman al-Zawahiri's 16 August 2008 speech in English was directed at the Pakistani Army and people. Gadahn insists the new leadership in Pakistan under President Asif Ali Zardari is just as closely allied with the United States as it was under Pervez Musharraf’s presidency and that Pakistan’s threats to retaliate for U.S. violations of its territory are merely a public relations ploy. VENEZUELA/RUSSIA • Venezuela to Build Nuclear Technology with Russia • Chavez said he accepted an offer from Russian Prime Minister Vladimir Putin for assistance in building a nuclear reactor. The prime minister did not specify what kind of cooperation he could offer Venezuela, but Russia is aggressively promoting itself as a builder of nuclear power plants in developing nations. Before taking Russia up on its offer, Chavez had expressed interest in acquiring a nuclear reactor from Argentina and working with Iran, among other countries, to research nuclear energy. MEXICO 11 Bodies Found in Tijuana At least 11 people were executed in different parts of the Tijuana, Baja California. The executions included: Authorities discovered at least two bodies inside three drums filled with acid. One of the drums was accompanied by a message. The drums were found outside a restaurant, which has been linked on several occasions with organized crime. A message directed to the Army which stated “there you have your people Duarte, come and pick them up”. 5 men were strangled to death. The victims’ heads were wrapped in tape. The bodies were found in an empty lot on early Friday morning. A Baja California Public Safety official, stated that the wave of executions is due to a conflict between the Arellano Felix brothers and the Sinaloa Cartel to maintain and to seize control of the drug market. A total of 40 people have been executed in a week. LAW ENFORCEMENT SENSITIVE
