  3. What we have to offer • Canada’s relevant experience with its innovative regional development policies and practices • The CUI’s experience in Canada • The CUI and ERU partnership brings relevant experience in the region and Ukraine implementing similar projects with concrete results

Canada’s and the CUI’s relevant experience - Smart Growth • also called ‘Sustainable Growth” or “Regionalism” • links development to quality of life and enhanced competitiveness • deals with the growing gap between the goals of regional planning policies and the desire of the marketplace • a blend of innovative policy, pragmatic implementation tools and co-operative partnerships

  5. Regional Growth Management Strategy: Region of Waterloo, Province of Ontario, Canada Case Study

Challenges to the region • Population growth • Need to encourage and harness growth without decreasing of quality of life, environmental prosperity and agricultural land • Need to closely align physical planning with related decisions in other program and planning areas, particularly the provision of human services

  7. Development of the Regional Growth Management Strategy: actions undertaken • Extensive public consultation and research • Two-phase development process of a four-year Regional Growth Management Strategy (RGMS)

  8. Development of the Regional Growth Management Strategy: Phase One • Big-picture assessment of the growth issues, constrains and priorities affected the community • Study of alternative growth options broadly defined as concentrated, dispersed and balanced

  9. Development of the Regional Growth Management Strategy: Phase Two • Refinement of the preferred balanced growth option • Continuation of the communication and consultations

  10. Regional Growth Management Strategy: Six goals • Coordination and communication • Enhancing natural environment • Building vibrant urban places • Providing greater transportation choice • Protecting the countryside • And fostering a strong economy

  11. Regional Growth Management Strategy: Key components and implementation • Contains 34 actions to be implemented by various stakeholders • Developed up to 80 projects arising from the 34 immediate actions identified in Strategy • Strategy adopted by Regional Council

Regional Growth Management Strategy: Institutional support • Steering Committee to ensure effective coordination and reporting to Council • Implementation Coordination Committee to implement the policy framework and guide the work of the implementation team • Central Transit Corridor Committee to handle all transit aspects of the strategy • Public Advisory Committee to gather the public’s input into the implementation process and provide advice to the other committees

  13. Achievements to date • City urban line is expended to allow for urban growth • Wastewater master plan for the region is updated • Improved land use, including environmentally sensitive areas

  14. Achievements to date (continuation) • Action plans are developed for housing, human services and cultural heritage areas • Framework for delivering better public transportation was developed and identified potential public/private partnerships • Improved regional development and governance

Key Success Factors in the RGMS Development Process • Carefully coordinated efforts, projects and deliverables with those of key stakeholders • Identified and nurtured champions in the community • Built on existing knowledge and information bases • Used images and illustrations to convey points

Key Success Factors in the RGMS Development Process (continued) • Maintained consistency in the design, lay-out and messaging used in publications • Maintained flexibility in work plans to pursue emerging opportunities • Ensured that appropriate staff back-ups were in place for key project leads • Kept Council informed of the status and progress that was being made on the initiative

Key Success Factors in the RGMS Development Process (continued) • Recognized that time was required to implement changes and ensure flexibility • Considered growth as an opportunity and not simply a challenge • Closely aligned physical planning decisions with those in other programming and planning areas, particularly human services
