  2. NHS TAYSIDE POSITION • Parking charges only at Perth Royal Infirmary & Ninewells Hospital • Perth Royal Infirmary operated in-house • Ninewells Hospital Private (PFI) Contract commenced 1998 for 30 year duration • Charges only at sites (2) where demand/pressure is greatest

CURRENT CHARGES • PERTH ROYAL: £1.20 flat rate • NINEWELLS: Basic all day rate of £1.60 Staff Monthly permits F/T £24.10 - P/T £12.05 (all staff charged the same) Patient protected car parks short terms rates: up to 4 hours £1.60 * over 4 & up to 7 hours £5.00 over 7 hours £10.00 * Any patient being detained beyond 4 hours due to clinical appointment will not be expected to pay more than £1.60 and any penalty issued is cancelled. ** Charges reviewed annually at Ninewells in line with contract conditions formula with PRI charges reviewed every 3 years.

NINEWELLSEXPERIENCE • 900 beds/medical school/6,500 staff on site • Charges introduced in 1992 – pressure on car parks • 1998 increased parking with multi storey car park built to handle • increase in activity with transfer of services to Ninewells from D.R.I. • Total car park spaces now 2,400 (93 disabled spaces) • 1,400 staff permits in use – with waiting list • New applications checked each month and prioritised if clinical service provision is essential

Increased pressure on car parking Patient/access difficulties & complaints Late/missed appointments Increased demand for disabled parking Abuse of designated disabled parking Independently chaired by ex Tayside Police Chief Constable 2004 NINEWELLS REVIEW

  6. 2004 NINEWELLS REVIEW Focus of the review: • General demand on current car parking spaces at the hospital • High demand and abuse of disabled driver spaces and subsequent unavailability during peak periods. • Availability of parking close to the main hospital for patients attending out patient clinics and visitors during official visiting times • Availability and tariffs for patients who are required to attend for frequent/repeat treatments over an extended period of time. Combined with Compassionate permits for relatives visiting long term/serious condition patients. • Car park security for Patients, Visitors and Staff • Green Travel alternatives

Changes Introduced from the Review • Protection of designated patient/visitor parking close to main entrance • Introduction of short term charges (4 hour) for the above car parks • Introduction of disabled charges • Introduction of emergency parking bays outside A & E • Introduction of free parking permits (regular attendance & compassionate) • Courtesy on site bus service • Introduction of disabled mobility scooter service • Introduction of Staff Pool Cars

Evidence of Benefits to Date • Disabled Parking availability all day for staff, Patients & Visitors • General availability of Patient & Visitor parking throughout the day close to the main entrance • Free Parking permit scheme for regular/repeat treatment patients • Free mobility scooter service for disabled patients/visitors • Additional Income generated from disabled parking charges fully funding the mobility & free parking permits • Increased Bicycle use • Car Sharing in place • High level use of staff pool cars

On-going Issues • Revising the number of disabled spaces on site • Meeting with Tayside Patient Access Groups • Meeting with Disabled Users • Further improvements to site Safety & Security • Further Travel Plan initiatives • Development of Regional Strategic Health Travel Plan in conjunction with NHS Forth Valley and TACTRAN • Development of Park & Ride facility with Dundee City Council • Introduction of scheduled bus service between PRI & Ninewells Hospital
