Wombat Shire Council Context • Good relationship between Councillors and Exec • Councillors respected by Community • Community Satisfaction high but on the decline • New Council wants to “Make its Mark” on the community • Council Plan aspirational • Objective to remain sustainable over long term • Community reluctant to accept high rate increases • LTFP is principle financial planning document
Current Years Budget • Last year efficiency savings and cost reductions • This year had to implement a 1.5% cut to all service funding to “Balance the Books” • LTFP shows Council is sustainable over the 10 year term but it has some weaknesses
Forward Planning Weaknesses • Council Plan aspirational • Limited Asset Management Plans • Asset renewal demand not fully funded • Operational Impact of new works not recognised • Casual link between Council Plan and LTFP • Reliance on external funding • Rates increase by CPI each year – Not enough
Next Year Chief Executive Officer • Does not think economic situation will improve over next 12 months • Will consider options to help make the preparation of next years budget and LTFP easier WHAT ADVICE CAN YOU PROVIDE
