  4. Voting Block Selection Process • No fixed, governed method per se • In effect Free Market for Voting Rights • Spain, Italy, Belgium, The Netherlands, Switzerland and Canada take advantage of this

  5. Canada’s IMF History • Initial Founding member in 1944, joining the first board in 1947 • Ireland joined forming the initial block from 1960 • Quick recruitment policy saw each current member join the VB mere months after joining the IMF
