Adopted Key National Climate Change Policy and Relevant Acts • Concept of State Climate Change Policy Implementation till 2030(December 2016) • Action Plan on Concept of State Climate Change Policy Implementation till 2030(December 2017) • Low Emission Development Strategy of Ukraine till 2050(July 2018) • Energy Strategy of Ukraine till 2035 (August 2017) • National Transport Strategy of Ukraine till 2030 (May 2018)

Developed National Climate Change Policy Laws • Draft Law of Ukraine “On Monitoring, Reporting and Verification of GHG Emissions” (endorsed by the Parliament of Ukraine in the first hearing on 28th February 2019) • Draft Law of Ukraine “On Ozone Depleting Substances and Fluorinated Greenhouse Gases” (endorsed by the Parliament of Ukraine in the first hearing on 28th February 2019)

  4. Key National Climate Change Policy and Relevant Acts Under Development • Second Nationally Determined Contribution (NDC) of Ukraine to Paris Agreement (coordinating authority - MENR) • Integrated National Energy and Climate Plan from 2021 till 2030(coordinating authority – Ministry of Energy and Coal Industry) • National Energy Efficiency Action Plan till 2030 (coordinating authority – State Agency on Energy Efficiency and Energy Saving) • National Renewable Energy Action Plan till 2030 (coordinating authority – State Agency on Energy Efficiency and Energy Saving)

  5. Priorities of MENR in the Context of EU4Climate Project • Component 1: Implementation and update of nationally determined contributions (NDCs) to the Paris Agreement • Component 2: Development of mid-century, long-term low greenhouse gas (GHG) emission development strategies (long-term LEDS) • Component 3: Introduction of robust domestic emissions monitoring, reporting and verification (MRV) frameworks • Component 4: Alignment with EU acquis included in bilateral agreements and Energy Community Treaty on climate action • Component 5: Mainstreaming climate in other sectors and sectoral guidelines for the implementation of Paris Agreement • Component 6: Climate Investment • Component 7: Adaptation planning with special focus on adoption and when necessary development of adaptation plans

  6. Proposed Key Activities (MENR’s Vision) • Improvement national GHG inventory system and regular reporting documents to UNFCCC such as GHG Inventory and Biannual Reports (under Component 1) • Alignment with EU acquis included in Association Agreement with focus on Fluorinated Greenhouse Gases (under Component 4) • Mainstreaming climate change issues in Energy and ??? Sectors (under Component 5) • Adaptation strategy at national level, adaptation planning at sectoral and regional levels, mechanisms for implementation and monitoring,  including adaptation finance, adaptation reporting and capacity building (under Component 7) • What else?
