  2. “DOING MORE WITH LESS” TWO MAINS REASONS THAT SENTENCE IS A MAJOR CHALLENGE FOR ICT (Information and Communications Technology) IN PARLIAMENTS PARLIAMENT IS A MAJOR FOCUS OF INTEREST FOR CITIZENS AND SHOULD SET AN EXAMPLE FOR REDUCING BUDGETS THE WORLDWIDE FINANCIAL CRISIS IS FORCING GOVERNMENTS TO REDUCE BUDGETS

WHY THE PARLIAMENTARY ICT BUDGET INCREASES EVERY YEAR? • FOR MANY YEARS MOST PARLIAMENTS DID NOT INVEST TOO MUCH IN TECHNOLOGY, NOW THEY ARE TRYING TOMAKE UP FOR LOST TIME • INTERNET AND THE NEED FOR MORE & MORE TRANSPARENCY HAS OBLIGED PARLIAMENTS TO PLAN NEW ICT PROJECTS • THE NEW DEMOCRACY REQUIRES LARGE INVESTMENT IN CREATING NEW TECHNOLOGIES

  4. …AND JUST AS IT SAYS IN THE BIBLE:after the seven fat and healthy cows …. We now have seven ugly and skinny cows: 7 years of hunger and famine…

Managing IT like a business Shifting the focus from technology and production to users and quality • •According to a study conducted by IDC, 51 % of the IT decision-makers had no system in place to measure productivity among employees working remotely • •Nearly half of the employees questioned had no clear opinion on how technology is affecting their productivity • Users exploit only a very small part of the functions of applications (less than 10%) • Training-courses will improve users’ practices, and will provide more efficient work.

WHAT IS TELEWORK? • the term 'telework' refers to a flexible working arrangement in which an employee performs his/her duties and responsibilities from an approved and external worksite. • In practice, ‘telework’ is a working arrangement that allows an employee to perform work at an approved alternative worksite. This definition of telework includes what is generally referred to as remote work.

TELEWORKING GUIDE & POLICY • Establish a policy under which conditions eligible employees may be authorized to telework. • Incorporate telework into Continuity Of Operations (COOP) plans • Ensure that each eligible employee authorized to telework works according to agreed telework procedures. • Designate a TMO (Telework Managing Officer) to serve as the primary point of contact with OPM (Operational Performance Management) on telework matters. • While developing telework policies, consult with OPM as needed for policy guidance in various areas such as performance management, pay and leave, recruitment and retention, etc.
