  3. THE RESULTS OF POLISH STUDENTS LET’S DISCUSS - HOW IT RELATES TO E-DEMOCRACY?

  4. using ICT technology to promote democracy - using Internet by government and public institutions to inform/ promote their ideas – media (social media/tv news/ newspapers/ radio) • lower costs (no polling stations) • e-voting – possibility to vote on-line • saving time – it’s much faster to vote online that go to a polling station

  5. access to information/ political awareness – all citizens have increasing access to information about institutions, politicians, government, parties and their programmes • transparency – people can follow the activities of political parties, government, politicians and their programmes as well as social initiatives. Nothing is hiden or unclear. All information is available for all citizens.

  6. expressing opinion – people can express opinion on forums comfortably or inform about local problems and control the process of solving them • on-line documents - breaking institutional barriers –you don’t have to go /travel to an institution to deal with sth, you can do it online (eg tax system, insurance, fill in applications … ) • public discussion - media and social media have become an essential space of public discourse greatly lowering the barrier of participation in public debates

  7. consolidation of citizens / equal chances / creating theme groups – consolidation of minorities (people having similar views) or scattered groups (people who live far away from each other). All citizens have equal chances.

  8. making appeals organizing strikes, raising money, charities, supporting people (last event in Poland – a tragic incident took place in Gdańsk. A mayor of the city, Paweł Adamowicz, has been murdered while on stage during one of the fundraising events of the Great Orchestra of Christmas Charity. After 27 years of playing with this Orchestra, its fundraiser and chairman had to resign due to great haterage on the Internet. People immediately made an appeal, thousands didn’t want to accept his decision and convinced him to change his mind. After such huge support he came back for his position.

  10. Media plays a crucial role in shaping a healthy democracy. • Media is the backbone of a democracy. • Media makes us aware of various social, political and economical activities happening around the world. • It is like a mirror, which SHOULD show us the truth and realities of life.

  11. Media has a big role in contributing to the economic and political development of citizens in any country in the world. • Media creates a broad range of information and communication to stimulate citizens on the various developmental issues in their country.

  12. E-democracy without media is like a vehicle without wheels.

WHAT DO GOVERNMENT USE MEDIA FOR? • presenting governmental programmes(compatible with political or economical interests of media) • pre-voting discussions - the excessive coverage by TV news channels during elections helps people in electing the right person to the power • everyday issues (compatible with political or economical interests of media) • researches, surveys • presenting data about decisions taken by government - through media politicians are reminded about their unfulfilled promises at the time of elections. This reminder forces politicians to accomplish their promises in order to remain in power.

  16. ADVANTAGES • E-VOTING IS EASY, • YOU DON’T HAVE TO GO OUT • E-VOTING IS ANONYMOUS

  17. DISADVANTAGES: • MANY VOTERS FROM ONE COMPUTER / DUPLICATION • IT’S IMPULSIVE, VERY QUICK, WITHOUT • THINKING CAREFULLY • HACKING - UNRELIABLE RESULTS • THERE ARE MANY BARRIERS – ELDERLY PEOPLE - NO ACCESS TO EQUIPMENT OR NETWORK

  29. WHAT HAS HAPPENED? • WHY ARE THE RESULTS DIFFERENT? • WHY HAVE SOME OF YOU CHANGED YOUR DECISION?

IS E-DEMOCRACY RELIABLE IN THIS CASE? • WE TRUST ONLY WHAT WE READ OR SEE IN MEDIA ON THE INTERNET AND THEN WE VOTE IMMEDIATELY • IF WE HAVE A RELIABLE OBJECTIVE SOURCE SHOWING TRUTH, NOT USING MANIPULATIVE TECHNIQUES - THEN WE ARE ABLE TO THINK AND TAKE THE RIGHT DECISIONS • ANY SOCIAL MEDIA INFORMATION POSTED SOMEWHERE, ON ANY CHANNEL, AT ANY TIME COULD POTENTIALLY INFLUENCE VOTERS.

  33. Although media is a powerful tool in e-democracy we should remember that it has also some negative effects: • MEDIA CONTROLS PUBLIC DISCUSSIONS AND EXPRESSING OPINION ON FORUMS - MEDIA OFTEN BREAKS THE LAWS OF FREEDOM OF EXPRESSING OPINIONS • MEDIA CAN BE FULL OF HATE SPEECHES • (TROLLING)

  34. Although the media is a powerful tool in e-democracy we should remember that it has also some negative effects: • MEDIA USES MANIPULATIVE TECHNIQUES PRESENTING INFORMATION • MEDIA SELECTS INFORMATION ACCORDING TO POLITICAL VIEWS OR BUSINESS PARTNERS

  35. Although e-voting is an easy way of expressing opinion it also can have many barriers, give unreliable results or be too impulsive.

  36. SO BE CAREFUL - NOT EVERYTHING YOU HEAR AND SEE IS REAL TRUTH USE YOUR MIND - MAKE CLEVER AND RELIABLE OPINION AND VOTE RESPONSIBLY
