The California Climate Action Registry • Voluntary Greenhouse Gas Reporting Registry created by state legislation • Protects baselines • Encourages voluntary public reporting and early actions for reduction • Over 70 members • More than 60mmt GHGs reported • 500mmt = California total • Over half the tons are outside California
Three Step Process • Annual Inventory according to standardized protocols • Certify emissions inventory results • Report aggregated data publicly www.climateregistry.org

Why do businesses join? • Baseline protection for early action • First step to develop GHG management • Credible information for management, shareholders, customers • Positioning for trading • Environmental leadership
Why a Western Registry? • Registries are building blocks • Establish accounting standards • Insure real reductions • Protect and encourage early action • Supports diverse policy directions Basic building block/infrastructure. • It costs less • A Regional Registry approach is compatible • Businesses support a regional approach.

Key elements of a Western Registry (1) • GHG reporting and database collection site with common accounting • State reporting requirements do not have to be identical – but what they do require will be consistent • Supports variety of programs and policies – not a policy itself • State determines if reporting is voluntary, mandatory or a combination
Key elements of a Western Registry (2) • Not all states will participate. Some will be observers and may join later • A governing board will represent all participating states • The registry will participate in the Registry Alliance
Costs • Existing California infrastructure available at no cost. • Private foundations have expressed willingness to cover start-up expenses. • Fees charged to reporting companies for on-going costs. • No additional financial resources needed from states. • Unless they have specific requirements for software or protocol modifications
Possible Next Steps • Develop an MOU to create a Western States Registry. • Technical committee can begin to define the structure. • Use California Registry as starting place; see what makes sense for Western Registry. • Building on existing elements will speed start-up and minimize costs.
