Genesis of IGPR & GVS • Autonomous organization created vide a Cabinet Resolution by the Government of Rajasthan in March, 1984 • Apex Institute of the State for developing human resource in Panchayati Raj Institutions (PRIs) and Rural Development Sector • Registered as a Society in March, 1989 under the Rajasthan Societies Registration Act, 1958 • The State Institute of Rural Development (SIRD) was merged with the Institute, vide a Cabinet Decision of the State Government, in July, 1999

MAIN OBJECTIVES • To train elected-representatives, officials & NGOs working with Panchayati Raj Institutions and Rural Development (PRI & RD) Sector • To undertake research and studies on Panchayati Raj & Rural Development • To promote creative thinking on PR & RD by • organizing seminars, workshops and conferences • To collect and disseminate information on PR & RD as a knowledge resource center

Capacity Building Initiatives- RD Cell (MGNREGA) • Management of RD Schemes and Good Governance: Conducting training for all Implementing Stakeholders. • Programmes for Senior Officers at SIRD level and for other Stakeholders through Cascade Model at field level. • Module and Material preparation. • Conducted- 42 Programmes in CFY covering- 2830 Participants • Field Trainings completed for around one lakh Stakeholders (BRPs, Mates, Gram Sevaks)

Capacity Building Initiatives by DPIP, SGSY, EC-SPP Cell • Conducted about 150 Training programmes as lead training agency for DPIP during project period on various themes covering 4752 participants (2001-2007). • Conducted about 250 programmes covering 11540 participants at SIRD and decentralized level in SGSY from 2003-04 till 2008-09. 18 training programmes till date during 2009-10 • Conducted 16 programmes in EC-SPP during 2007-08 & 2008-09 (615 participants) • New project of Consumer Education from NITS [Ministry of Consumer Affairs (GOI) Rs 3.56 lacs received] • Module and Material Development for all Trainings • Collaboration with reputed Institutes –NIRD, MYRADA

  21. Capacity Building Initiatives by DPIP,SGSY,EC-SPP Cell • Training of all stakeholders in SGSY (Orientation Training of SHG members, Officials, non-officials, NGOs & Bankers) • Two fold training strategy- Officers, NGOs, Bankers & Trainers trained at SIRD level and other functionaries through decentralized cascade model. • Funds from MoRD by submitting proposals. During 2009-10 proposals of amount Rs 79.77 lacs were submitted to MoRD. Rs. 29.56 lacs sanctioned and released as first installment. Out of this Rs. 19.16 lacs transferred to 16 Districts. Trainings completed. • Proposal worth Rs. 128.89 lacs moved to GoI for 2010-11 for SGSY Stakeholders trainings

Ens. & POs (LR) • Role of WDTs in Harit Rajasthan Campaign (13 July, 09)- for Agricultural Experts & Social Scientists • Watershed Training Modules of 7 types of trainings prepared in Feb. 09 & submitted to Commissioner Watershed, but till date no approval received from them- therefore trainings could not be implemented • Watershed Trainings based on new common guidelines related Project proposal submitted to Addl. Secy., MoRD, GoI- Rs. 63.55 lacs sanction received vide letter dated 22.12.09 from MoRD, GoI

Capacity Building Initiatives- Watershed-Cell • 286 Micro-Watersheds Evaluation Studies got conducted and reports submitted to DoLR, MoRD-GoI • Proposal for study of Jatropha & Pongamia- Impact Assessment Study of Bio-Diesel plantation sent to DoLR, MoRD, GoI • In 2009-10 Watershed Trainings are proposed in a Cascade Mode- on new common guidelines- for which proposal has been sent to the Commissioner Watershed & GoI

  25. First National Workshop of BRGF organized in Feb. 2007, at the request of MoPR-GoI. First BRGF Orientation Training Campaign conducted in 2007 in a cascade mode- based on training modules published by the Institute. 10 TOTs organized in 2007- wherein 400 trainers trained (CEOs, ACEOs,CPOs, of 12 BRGF districts and BDOs, CDPOs,PEOs, NGOs, Ex-PRI Members- of 83 blocks).   26. Backward Regions Grant Fund (BRGF) Related Capacity Building Initiatives (Contd.) • DECENTRALIZED CAMPAIGN (2007): • 2 Days training workshops for all Zila Parishad and D.P.C. Members held in all 12 BRGF districts. • 83 Training Workshops organized in all 83 Panchayat Samities for Panchayat Samiti Members training. • Sarpanches, Ward Panches & Gram Sevaks of all 3278 Gram Panchayats of 12 BRGF districts trained in joint workshops- (2 days) in clusters of 10 to 15 Gram Panchayats.

  27. Computer-Cell Related Trainings • The Computer cell of the institute provides Basic Computer Skills Training to Non-Gazetted Employees of Zila Parishads & Panchayat Samitis. • The Course is aimed at enhancing the capability of personnel for better use of computers in Office Automation. • Average two courses are conducted per month in batches of 20 to 30 participants. • The Syllabus comprises of familiarization with Main applications of MS-Office i.e. MS-Word, MS-Excel, Power Point Presentations clubbed with introduction to Internet and E-mailing etc. • No outsourcing is being done. Training is being provided by the knowledgeable officials of institute jointly. • Though average 20 training courses are scheduled every year but only half of the trainings are conducted due to lack of nominations. This hampers the training flow and adversely effects the net outcome. Pursuance at institution level has also not proven fruitful. This issue needs to be addressed.

  28. System Up-gradation • Recently the Computer Lab was upgraded with 30 new computers of Intel Core to duo configuration processor with TFT Digital Color Monitors TCO-03 certified- having Windows Vista Business operating software and Norton Anti- Virus pre-loaded under the budget head of SIRD. • Systems are now compatible to support latest configuration advance softwares which is helpful in hosting all types of Computer trainings. • All Faculty members & Officials are also provided with advance systems to pace up with the growing need of professional working. • Old P4 computers of Staff Members are also replaced with equally smart machines for the acceleration of Office Automation. • Seminar Halls and Auditorium are equipped with Laptops for uninterrupted presentations . • Panchayat Training Centers are being equipped with systems spared by the above up-gradation.

  29. Satellite Communication Project • SATCOM, Satellite Communication Project is being implemented by state government for centralized facility of training and extension activities of various line departments such as Medical & Health, Women & Child Development, Agriculture, Cooperatives, Rural Development and Information Technology etc. • The Department of Science & Technology, Government of Rajasthan is nodal agency in this regard.  • IGPRS was selected as the venue for locating SATCOM. • It was further decided that a separate society will not be registered for the financial dealing of this project. IGPRS would be used for routing funds and payment of bills. The department of S&T was supposed to coordinate with user departments concerned, to see that required funds or charges be provided by respective departments in the budget and funds get transferred to IGPRS.

IEC Strategy • Alongwith sustained trainings for PRI and RD Sector functionaries, the Institute has also evolved a continuing IEC Strategy through multimedia interventions, viz.- • Distance Education Booklets for PRIs: 2006-07 and 2010 • Creation of Training Films: Success Story of a Sarpanch (MoPR-GoI Production) • Creation of Training Software- PPTs, Games, Simulation Exercises etc • Relay of Informative thematic updates on SATCOM- upto connected Blocks and ZPs • Creation of IEC cell in DPIP- during last phase of the project • Publication of folders on new RD/ PR Schemes • Thematic articles in Rajasthan Vikas- quarterly magazine of PR Department • Publication of Case Studies, Success Stories in standard publications of RD & PR • Presentations in seminars, conferences at State, National and International levels

IGPR & GVS Major Achievements & Milestones • Recognition as an All India Trainer-Training Centre for running Design of Training courses by DOPT, GOI, since 1997 • Recognition as a nodal agency for Watershed Trainings since 1997-98 by Deptt. of Rural Development, GOR • Recognition by UNICEF as Nodal Agency for Capacity Building for convergence related projects and for PRI-Trainings since 1997-98 • Became SIRD vide a cabinet decision since July, 1999

Achievements (Contd.) • Recognition as the Lead Training Agency for District Poverty Initiatives Project (DPIP) of World Bank and GoR, since 2000 • Recognition as a Regional Resource Centre amongst 6 RRCs in the country assigned different states, for the states of Uttar Pradesh and Rajasthan, from 2001 to 2003, under UNDP-GoI sub-project

Achievements (Contd.) • Has created comprehensive Trainer-Training Modules and Reference Materials for PRIs, DPIP, Watershed, SGSY, Uttar-Pradesh PRI trainings, Population, Health, RCH & Gender Issues, for BRGF & NREGA and for Gender Responsive District Planning etc. • Has validated the Cascade Model of Decentralized Trainings: • Through training of 35000 elected Women- Representatives of PRIs in the State, in block level training camps, (605 camps) held simultaneously throughout Rajasthan in Feb.- March’02

Achievements (Contd.) • Achievement of full scale PRI-Training for all Panchayat leaders and officials including –Sarpanches, Ward Panches and Gram- Sevaks-approximately 1.23 lacs in number, through holding about 1000 training camps at block-level in Sept-Oct, 2003 • In 2005,after fresh PRI elections, a time-bound “Training for All” campaign was conducted effectively within a record time of 75 days, with 95-99% average turnout-training from Zila- Pramukhs to Ward Panches and CEOs to Gram Sevaks, through conduct of over 1000 training camps at state, district, block and sub-block levels, with the achievement of training 1.25 lac persons approximately

Achievements (Contd.) • Thus, the institute has emerged as theone and only pioneer training institute by having achieved the goal of “Training for All” inthe Panchayati Raj Sector, as envisioned in the National Training Policy, through conduct of 3 rounds of mass scale training campaigns-in 2002, 2003 and 2005 & for 12 BRGF districts in 2007 & yet again, for Refresher PRI-Trgs. in 2008-09- for Reserved Categories & for all PRIs- on thematic areas of flagship programmes • The cascade model of decentralised training has been subsequently replicated for trainings of functionaries at block level, in respect of Watershed, SGRY, SGSY, NREGA & BRGF

Achievements (Contd.) • An innovative project on orienting school children of senior-secondary schools, on practical knowledge of Panchayati Raj, was taken up with the support of MoRD, GOI-through enactment of Mock-Panchayats, in 2002-03, wherein, 950 school teachers and 3.90 lac school children were oriented • A National TOT for all SIRDs was organized withProf. Robert Chambers of IDS, Sussex, UKin April, 2003 on the theme-’Participatory Training and Workshops’ • The institute’s experience on cascade model of decentralized trainings for Women PRI-leaders was presented by Professor Dr. Anita at the SAARC- International Conference 2003 in India and at Lahore in 2004

  37. Achievements (Contd.) The Institute hosts aGuest Lecture Series, to invite persons of National/ International eminence, to speak on issues of topical relevance, for promoting creative thinking. So far we have hosted following distinguished speakers: • Justice Sujata Manohar,Member-NHRC • Dr. C. Kondaih, Principal Director-NISIET • Mr. John Keay, Renowned Historian • Padma Bhushan Economist Prof. V. S. Vyas • Nobel Laureate Economist-Joseph Stiglitz, Professor, University of Stanford, USA • Prof. M. Aslam, Director, NCIDE, IGNOU

Achievements (Contd.) • The Institute was chosen by MoPR, GoI & GoR to organize theVII Round Table Conference on the theme ‘Capacity Building of PRIs, IT & e-governance’(17-19 Dec, 2004).This was the grand finale of the Seven Round Tables organized by MoPR, GoI on different themes in the country and was rated by the Ministry to be the best organized event in the series.The Compendium of the Resolutions agreed by consensus in the Seven Round Tables was published by us at the request of the Ministry and released and adopted for action by all Ministers of PR&RD from all states at this event.

  39. Recent GoI & Externally Aided Projects • PRISMO (PRI Support and Mobilization) implemented (2003-05), with the support of Swiss Development Cooperation with the funding ofRs. 350.00 lacsfor decentralized training of Gram–Panchayats- selected as a success story for sharing in South Asia- exchange of knowledge products- through LogIn. • UNFPA-MoPR-GOIPilot Project for district Sawai-Madhopur, from April, 04 till Nov, 06 with an allocation of Rs. 40.00 lacs with a focus on Capacity Building of PRIs on governance issues of population, health/reproductive health and gender -our efforts have been rated as number one in the country and as a role model for replication and upscaling, by MoPR, GoI in the final Project Review Meeting of 2006. • Training of DPCs & PRIs for Engendering of District Plans funded by UNDP & Planning Commission through Planning Department, GoR (Rs.50.00 lacs) -2008-09 - successfully completed- our contribution recognized as the most comprehensive & broad based- in the National Workshop on Outcome Evaluation (held at Pune- Dec. 2009) • Refresher Training Campaign for PRIs- 2008-09- in two phases- (Rs. 257.00 lacs received from MoPR, GoI) • For SC,ST & Women ERs- Appx. 55,000 ERs trained (2008) • Thematic Refresher for all PRIs on NREGA, NRHM, RTI, Social Audit & Standing Committees of PRIs- appx. 72,000 ERs trained (2009)

New & Forthcoming Projects • Trainings of NREGA Functionaries (MoRD,GoI) Allocation of Rs. 624 lacs (2009-10). • Capacity Building of PRIs under BRGF (MoPR, GoI) Allocation of Rs.1200 lacs per annum (@ Rs. 100 lacs per district) for five years-starting from 2007-08 • Capacity Building of PRIs on Integrated Water Resource Management, through state partnership programme supported by European Commission (Rs. 20.00 lacs recd.). • UNDP- MoPR-GoI supported new project- CDLG- Capacity Development for Local Governance(2009-12)-currently being implemented for improving inputs for CB of PRIs- Rs. 143.00 lacs

New & Forthcoming Projects • UNIFEM- NIRD- NORAD- assisted new project forthcoming from 2010 for 3 to 4 years, for Capacity Building of Women in Grassroots Governance- 4/5 Districts to be covered as a pilot, for training and research focusing on Women ERs. • Proposal for HIV-AIDS awareness training for MGNREGA workers sanctioned by NACO for Rs. 12.00 lacs in 2 pilot districts – Ajmer and Udaipur • Sakshar Bharat Mission- literacy campaign for non-literate adults through PRIs to be funded through BRGF & RGSY of MoPR, GoI / NLM - as per GoI norms.

  42. IGPR & GVS: Silver Jubilee Celebrations (2009-10) • Current Financial Year is being observed as the Silver Jubilee Year of the Institute, in memory of the Foundation stone of Institute’s building being laid on 7th Oct. 1984, by late Prime Minister Smt. Indira Gandhi. • Two State level and two National Seminars have been organized under CDLG-Project of MoPR, GoI & UNDP in the series of events being hosted to commemorate the Silver Jubilee Year: • State level Workshop for all Zila Pramukhs & Pradhans (16 Sept. 09)- to deliberate on empowerment of PRIs and NREGA • National Seminar on Effective Grassroots Governance: Success Stories of Panchayats (7-8 Oct. 09) • State level Workshop for NGOs on Capacity Building of PRIs (19-20 Nov. 09) • National Seminar for SIRDs & NGOs : Experience Sharing on Capacity Building of PRIs (17-18 Dec. 09) • Next event proposed under the series is A Guest Lecture (Oct, 2010) by a person of National Eminence.

EPILOGUE • The Institute’s cascade model of decentralized PRI Trainings has been selected as a good practice-& included in the Resource Book of Good Practices in development & good governance published by SDC- Log In (2010) &UNDP-Planning Commission (2009). • Earlier Institute has been listed in the Unicef- South Asia Directory of 50 leading resource institutions in development communication- for its strength of mass-scale PRI trainings (2006). • Thank you for sharing the story of progress & milestones reached by IGPR & GVS and growing as a leading Institution for Human Resource Development for Panchayati Raj Institutions and Rural Development Sector.

Vision Plan – Training: Progress at a Glance (SIRD-Rajasthan) • TNA-2009 conducted and findings fed into preparation of new training modules and reference materials – 2010 • PRI Training Campaign-2010 conducted as per 100 Days Action Plan approved by Hon’ble CM (April – July, 2010) • Systematic Approach to Training adopted for all sector specific and scheme specific trainings in Rajasthan • Continuous updation of training modules and materials • Innovative ICT tools for value addition in trainings, viz.- Interactive Training Films, SATCOM-follow-up Sessions by faculty and experts

Vision Plan – Training: Progress at a Glance (SIRD- Rajasthan) -Continued • Promoting Distance Learning through Website Development, Circulation of Self-learning Booklets for PRIs • Networking with other National Institutes/Organizations/NGOs: IIMs, IRMA, BIRD, MYRADA, KILA, ISS, TISS, NIRD & SIRDs • Enhanced quality of training – through use of multi-media strategies and more than 20 types of training methods • Field based knowledge banks – through collection and dissemination of case studies, FAQs, Quiz programmes, Peer- Education, Field Visits, Handholding-support through NGO partnership

Action taken: Lab to Land Initiative • Core Group of faculty of SIRD constituted • Pilot Block-Suwana of Bhilwara district selected • SIRD Nodal Officers for 12 major schemes of RD&PR appointed • SATCOM training series by way of indepth counselling and problem solving related to different schemes to commence soon • Direct training for pilot block functionaries for scheme-specific interventions to be taken up • Base line survey of identified block to be conducted by the District Administration in consultation with SIRD
