The 3rd European road safety action programme • White Paper of European Transport Policy • Target: halve the number of fatalities by 2010 • The 3rd European road safety action programme was adopted in 2003 by the Commission, endorsed by the Council and The European Parliament • 60 measures to be implemented by 2010 • Mid term review in 2006 • Stimulate actions to reach the target
Target: halve the number of fatalities by 2010 Still 43 000 fatalities in 2006, and … … no progress in 2007!
European Road Safety Charter • Launched in April 2004 • Voluntary commitments • More than 1000 signatories from the civil society • The extension of the “shared responsibility” concept to civil society • Signatories commit themselves to concrete and measurable actions • Commission creates awareness and makes commitments public
Road Safety observatory • Aim: collect, analyse and publish all scientific information and data on Road Safety. • Starting point: CARE data base • Developments: The road safety „Europa“-web site since 2002 The „European Road Safety Observatory (pilot project) .within SafetyNet since 2007 ERSO: www.erso.eu
Legislation: Directives • Seat belts and child restraint systems: passed in 2003 • Professional drivers: passed in 2003 • Safety of tunnels: passed in 2004 • Driver licensing and training: passed in 2006 • Blind spot mirrors: (new trucks) passed in 2003 (retrofit) passed in 2007 • Directive on infrastructure management: adopted 20.10.2008 not yet published • Cross border enforcement: presented 2008
