REGULATED HEALTHCARE PROFESSIONS IN FINLAND • 30 regulated healthcare professions: • 17licensed professionals: physician, dentist, pharmacist, psychologist, speech therapist, dietician, dispenser, nurse, midwife, public health nurse, physiotherapist, medical laboratory technologist, radiographer, dental hygienist, occupational therapist, optician and dental technician • 13 protected occupational titles: orthopaedic technician, podiatrist, trained masseur, chiropractor, naprapath, osteopath, practical nurse for social and health care, psychotherapist, hospital physicist, hospital geneticist, hospital chemist, hospital microbiologist and hospital cell biologist
REGULATED HEALTHCARE PROFESSIONS IN FINLAND • National Authority for Medicolegal Affairs (TEO) is the competent authority for all the regulated healthcare professionals in Finland • TEO acts under the Ministry of Social Affairs and Health
Regulation in Finland • Act (559/1994) and Decree (564/1994) on Healthcare Professionals • Regulation of healthcare professionals of Directive 2005/36/EC implemented in the Act and Decree
Act and Decree on Healthcare Professionals According to Section 1 of the Act the purpose of this Act is to promote patient safety and to improve the quality of health care services by three different measures:
Act and Decree on Healthcare Professionals (1) ensuring that a healthcare professional referred to in the Act has the education and training necessary for the practice of the profession, other adequate professional qualifications and other knowledge and skills necessary for the practice of the profession;
Act and Decree on Healthcare Professionals (2) organising the supervision of health care professionals within health and medical care; and
Act and Decree on Healthcare Professionals (3) facilitating professionally appropriate co-operation between healthcare professionals and appropriate employment of health care professionals.
Act and Decree on Healthcare Professionals • In Finnish Regulation patient safety and the pursuit of safe and high quality practice by healthcare professionals is (in addition to training) inter alia based on the regulated obligations of healthcare professionals
Act and Decree on Healthcare Professionals • General obligations of a health care professionals (Chapter 3 of the Act): • Obligations related to professional ethics • Duty to report births and deaths • Secrecy obligation • Obligation to take part in further training

Identifying Shared Principles of Regulation • National Authority for Medicolegal Affairs (TEO) has implemented the template for Certificate of Current Professional Status • TEO requires the CCPS to be attached to the application when a healthcare professional of another EU-member state applies for the right to practise as a healthcare professional in Finland

Identifying Shared Principles of Regulation • At national level the five principles of good regulation listed in the Portugal Agreement are carried out by effective information • TEO´S website • guidance of single applicant • education and co-operation with healthcare organisations and other relevant stake holders
