A European Strategy for Marine and Maritime Research A coherent European Research Area framework in support of asustainable use of oceans and seas
The strategy in brief Two major action lines: • Addressing complexity of oceans and seas • Proposal for new forms of governance
Capacity Building Scope: • Building new research & observation infrastructures • Promoting new & interdisciplinary skills and innovation capacities • Developing new models for higher education in the marine/maritime field • Exploring new financing schemes combining various sources of investment
Integration Scope: • Identify cross-thematic research objectives • Provide for integration and efficient use of marine data bases • Optimise use of existing research infrastructures • Strenghten long-lasting regional clusters and programmes • Foster knowledge & technology transfer
Supporting synergiesScope: • Promote synergies at national & regional level • Mobilise national & regional funding to reach critical mass to address marine research challenges • Attract private investments through activities of ETPs and other industry-driven initiatives
New model ofgovernance • A strong long-lasting partnership (Forum) • To enhance dialogue between science and policy-making
What role for the Forum? • Update research priorities, identify gaps, deliver strategic advice • Implement research priorities, focus on new forms of: • cooperation • innovative financing schemes • dissemination & exploitation • Develop a foresight function • Propose international cooperation around large-scale programmes (‘blue ocean’ and neighbouring countries)
Who will implement the strategy? • A Forum for marine & maritime research to define priorities • The MS, the regions, industry, research centres, civil society will be the esssential actors; MS in particular for joint programming • EC: facilitator (+ EU instruments), coordination, ‘monitoring’ of the implementation
What expected benefits? • Excellence and efficiency in marine & maritime research: • to improve the preservation of the marine environment and biodiversity • to support the development of sustainable maritime activities • to support to Lisbon agenda
Baltic Sea Strategy The main issue concerning the Baltic Sea marine environment have been identified in the Communication from the Commission concerning the EU Strategy for the Baltic Sea Region: • Pollution by nutrients • Fishing activities Results of research programmes to be integrated into others of Policy areas
Significant research potential in the Baltic Region • Well educated work-force • Expertise in innovation • Tradition of intra-regional cooperation
‘Bonus’ Joint Baltic Sea Research Programme • Network of funding agencies (8 MS around Baltic Sea) • Management of environmental issues in the Baltic Sea • A Joint Baltic Sea Research programme (‘Bonus 169’) with the aim to be implemented under Article 169 of the Treaty in preparation
Aim of Bonus-169 (FP7) "The aim of Bonus 169 is to launch and implement a joint R&D programme integrating a number of national plans of actions in the field of marine science and sustainable development of the Baltic Sea. In line with a number of international, European and regional conventions dealing with the Baltic Sea, this initiative will enable the creation of a platform for synthesizing and disseminating findings in the field and will create the necessary R&D to support sustainable development of the Baltic Sea"
Option retained for Bonus-169 The use of Art.169 with a focus broadened to the Baltic drainage basin, with a strategic vision and roadmap developed in a first phase of the programme (2010-2011), prior to the launching of the calls
