Discretionary Salary Increases (DSI) • Provided in Article 20.7 of the Agreement between the State of New York and United University Professions (UUP) …”the UUP Contract” • Pool equals 1% of total annual and biweekly pay basis salaries as of 6/30 (salary in effect before any ATB) with raises to be effective 7/1 and paid (“retro”) before end of the year. (Hourly pay basis amounts are not considered when establishing the pool though hourly staff are eligible for raises) • Here?...payroll#17, checks dated 12/9/09
Who is Eligible? • Staff in the UUP bargaining unit (08) (faculty, librarians and professional staff) on the payroll as of June 30, 2009, • …and in UUP bargaining unit at time of payment. • Part time? ..yes! • Temporary appt status?...yes! • Hourly pay basis?....yes!..though their pay rates are not considered when establishing the pool • On Leave of Absence?.....yes!......ALL ARE “ELIGIBLE”

Self Recommendation • As a UUP represented employee, you have the ability to self-recommend for a discretionary increase. Self-recommendations should include reference to the CRITERIA for consideration.
FAQ’S…. • “Am I eligible to receive a discretionary increase if my current salary is above the maximum for my position grade?” • Yes, you’re still eligible • “I’m paid on an hourly basis. Can I still receive a DSI?” • Sure you can! Dollar amount recommended is divided by 2088 annual hours to arrive at hourly rate increase.
FAQ’S…. • “I heard I’m not eligible to receive a discretionary increase if I have not received an annual evaluation?” • Not true. • “Somebody told me employees are “automatically” entitled to receive a discretionary increase, right?” • ‘Eligible’ doesn’t equal ‘entitled’. Increases awarded are “at the discretion” of management.
FAQ’S…. • “I'm full time now but was part time earlier. How is the raise calculated?” • Raise amount will be pro-rated accordingly. If part time, 50% on 7/1 and received $250 increase, then full time amount will equate to $500 added to base. 6. “Where does the State get all the money to distribute?” • Good question. • ‘State purpose’ funded portion of the pool is reimbursed to campuses; remainder must be supported by employee’s funding source at time of payment.
