FLOODWAY EXPANSION GROUNDWATER ACTION RESPONSE PLAN 1. OVERVIEW GROUNDWATER IS A TOP PRIORITY DESIGN IS TO WIDEN THE CHANNEL NOT DEEPEN, TO MINIMIZE ANY GROUNDWATER IMPACTS MONITORING IS ONGOING ALONG CHANNEL CARBONATE BEDROCK AQUIFER GROUNDWATER CONFINED BY OVERLYING CLAY WATER LEVEL PRESSURE IN BEDROCK ABOVE CHANNEL BOTTOM
2. CONSTRUCTION REQUIREMENTS • TEMPORARILY LOWER OR DRAWDOWN WATER LEVEL LOCALLY TO INSTALL BRIDGE FOUNDATIONS • TO FACILITATE CONSTRUCTION, WATER MUST BE REMOVED FROM THE EXCAVATIONS 3. REASON FOR TEMPORARY DRAWDOWN • TO PREVENT GROUNDWATER SEEPAGE INTO THE EXCAVATION
4. EXPECTED IMPACTS • GROUNDWATER DRAWDOWN WORK IS ANTICIPATED FOR APPROXIMATELY 2 TO 3 MONTHS, STARTING IN NOVEMBER, 2005 AND IN FALL, 2006 (HWY. BRIDGE 59S). • LOCAL DRAWDOWN FOR CENTRAL BRIDGE PILES WILL EXTEND OUTWARD BEYOND BRIDGE. • TEMPORARY DRAWDOWN ESTIMATED TO BE 1.5 M OR LESS AT CLOSEST DOMESTIC WELLS. • MOST SUBMERSIBLE PUMPS SET WELL BELOW OPERATING LEVEL FOR DRY SEASONS, AND CAN HANDLE 1.5 M ADDITIONAL DRAWDOWN. • SLIGHT RISK FOR A FEW PUMPS TO GO TEMPORARILY DRY - MFA TO MITIGATE.
5. MITIGATION OPTIONS • MFA MAY DELIVER POTABLE WATER • MFA MAY LOWER RESIDENT’S PUMP DEPTH • MFA MAY MODIFY CONSTRUCTION PROCEDURES • OTHER (SUGGESTIONS FROM THE PUBLIC?)
SEASONAL GROUNDWATER FLUCTUATION DOMESTIC WELL DRAWDOWN (PUMP ON) EXISTING GROUNDWATER SURFACE TEMPORARY DRAWDOWN (TYP)
GROUNDWATER ACTION RESPONSE PLAN RESIDENT ACTION COMPLAINT RECEIVED BY MFA FROM RESIDENT ADJACENT TO PROJECT DRAWDOWN ACTIVITIES MFA CONTACT Toll Free Telephone 1-877-456-1201
PROPOSED MFA ACTION 1. PRELIMINARY SCREENING • DISCUSS WITH RESIDENT WITHIN 1 HOUR OF COMPLAINT RECEIPT • INTERFERENCE MAY HAVE OCCURRED: • MFA Provides Potable Water • Determine Action Plan
PROPOSED RESPONSE PROCEDURES 2. SECONDARY WELL ASSESSMENT • MFA ONSITE TIMELY ASSESSMENT AS ARRANGED WITH RESIDENT 3. MFA POSSIBLE MITIGATION ACTIONS: • CONTINUE WATER DELIVERY • LOWER OWNER’S PUMP • MODIFY PROJECT PUMPING AND DRAWDOWN • OTHER (SUGGESTIONS FROM THE PUBLIC?)
4. PROPOSED DOCUMENTATION & NOTIFICATION • PREPARE INCIDENT REPORT FOR REGULATORS • LOCATION OF COMPLAINT • INVESTIGATIONS AND RESULTS • ACTIONS TAKEN • MFA WILL NOTIFY MANITOBA WATER STEWARDSHIP (MWS), WATER LICENSING BRANCH, MANITOBA CONSERVATION AND FEDERAL RESPONSIBLE AUTHORITIES (PHONE AND E-MAIL) • MFA WILL SUBMIT INCIDENT REPORT TO MWS WITHIN 1 WEEK OF ASSESSMENT
5. ONGOING PLAN IMPROVEMENTS • GROUNDWATER ACTION PLAN WILL BE AMENDED TO IMPROVE RESPONSE AS REQUIRED.
