Renewable Energy Grant Programand Bioenergy Grant Program • The Request for Grant Proposals closed on November 30, 2006. • The FEO received an overwhelming response: • 183 unique proposals • Seeking nearly $215 million in grant funding • Providing $505 million in cost share • The Department intends to award the grants for both programs by January 31, 2007.

Renewable Energy Corporate Tax Program – Sales Tax • The sale or use of specific “clean fuels” in Florida are sales tax exempt up to a specified threshold. • The FEO developed a draft rule and application to implement this program. • The FEO is responsible for reviewing, evaluating and issuing a written certification for approved expenses that the applicant can submit to the Department of Revenue . • To date, no applications have been received.

Renewable Energy Corporate Tax Program – Investment Tax Credit • The eligible costs for this program are 75 percent of all capital costs, operation and maintenance costs, and research and development costs incurred between July 1, 2006, and June 30, 2010, for hydrogen vehicles, fueling infrastructure, stationary hydrogen fuel cells, biodiesel and ethanol. • The FEO is responsible for evaluating applications and issuing a certification document that the applicant can file with the Department of Revenue. • Applicants may submit the credit with their 2007 tax return.

Solar Energy Rebate Program • To date, the Florida Energy Office has issued 693 solar rebates to Florida residents. • Rebates total $410,485. • The Department of Environmental Protection estimates approximately 9,331,270 kilowatt hours annually will be deferred through these residential solar energy installations.

Leadership By Example Report • The Department of Environmental Protection submitted the “State Leadership by Example Report” to the Governor, Speaker of the House and Senate President in November 2006. • The report provided information on: • Energy Efficiency and Conservation in State Buildings • Alternative Fuel Vehicles in the State Fleet • An Energy Efficient Product Rebate Program

  11. Power Plant and Transmission Line Siting • Both of these siting act provisions are under rule development. • The Power Plant Siting Act draft rule is 95 percent complete. • The Transmission Line Siting Act draft rule is 40 percent complete.

  12. Energy Efficient Sales Tax Holiday • The Department of Revenue provided the necessary information to retailers to conduct the Sales Tax Holiday on Energy Efficient Appliances from October 5 – 11, 2006. • The Sales Tax Holiday was an excellent opportunity to increase public awareness of energy efficiency and conservation.

  13. Energy Commission • The presiding officers of the Florida Legislature have appointed the members of the Energy Commission. • The Department of Environmental Protection looks forward to working with the Energy Commission.
