Our Mission: Achieving Our Mission…. • Provide a safety net for the uninsured • Prevent and control diseases and disease outbreaks. • Develop emergency plans and respond to disasters including staffing special needs shelters.
Our Mission: Achieving Our Mission… • Provide range of preventive services at 10 primary locations and at schools, homes, and neighborhood centers.
Our Mission: • The Board of County Commissioners assists us with our mission • Chapter 154 is a contract between the state and county • The board has authority to participate in our programs, establish county specific programs and to establish fees • Joint programs include: PCAN clinic co-locations, Ryan White contracts, environmental health and EPD

Services and Programs: Personal Health Services… • Family Planning- 24,027 visits provided • Maternity-25% of babies born in OC come through OCHD for Pre-natal OB care • Dental Care-51,468 Procedures provided
Services and Programs: • WIC-364,271 services provided to over 31,000 OC residents • Immunizations-Provided 56,000 baby shots
Services and Programs: Personal Health and Disease Control… • Tuberculosis and Refugee Health(Second highest infected population in Florida) • HIV/AIDS Over 7,000 clients • STDRising Rates • Epidemiology-Provide services for local, as well as international population>Legionnaires’ Disease > Amoeba > Measles > Salmonella
Services and Programs: General Health… • Emergency Operations-Joint emergency operations and special needs shelters • Vital Statistics-(2007 to present) Birth Certificates- 69,792 Death Certificates- 62,805 • Environmental Health Services-Nineteen programs offered and co-located with EPD.
Services and Programs: Community Outreach… • Healthy Start/New Moms and babies 17,764 patients (10 month period) • School Health11th largest U.S. school district Reaches 180,000 OC students

Funding: Budget Cuts and Reductions: • Additional state reduction of up to 8% was announced. This will result in an additional loss of up to$692,121. • This is added to additional $1.6 Million state cuts in last three years alone!
Funding: Proposed County Reduction… Orange County proposed charges for utilities, facilities, maintenance, and overhead to OCHD............$950,000
Funding Combined Reductions in County and State support: Forces OCHD to cap uninsured patients Eliminate discretionary programs (eg. Maternity, Dental, school health , immunizations) and/or to close up to three sites.
Challenges and Strategies: Challenges… • Declining economy • Increased service demands • Increased # of uninsured • Increased Infant Mortality • Emerging diseases
Summary: Strategies… • Maximize resources and revenue. • Seek out additional grant opportunities. • Future consideration of fees to cover increased demand for services and to offer protection for the poor. • Draw down of County share/CHD trust fund.
