  2. Floodplain and Evacuation Network Analysis of the San Marcos, Texas Extraterritorial Jurisdiction

  3. Presentation Summary • Introduction & Objectives • Data • Software • Methodology • Timeline • Research & Results • Budget • Final Deliverables • Conclusion

  4. Introduction: • Background on project • Two floods in the past 10 years where water levels have surpassed the 500 year floodplain • Floodplain management • FEMA definition • Objectives for this project were arrived upon through correspondence with the City of San Marcos

  5. ESP’s Objectives: • Determine low water crossings • Locate potential flood risk areas • Designate various emergency shelters • Determine evacuation routes from hazardous locations • Evaluate mobility of at risk citizens

  6. Scope: • This study will cover the City of San Marcos, Texas and the associated Extraterritorial Jurisdiction up to and including the city expansion according to the Master Plan.

  7. Data Sources • City of San Marcos, Texas • FEMA • US Census Bureau • USGS

  8. Data Files • FEMA 100 Year & 500 Year Floodplains • October 1998 Flood Line • October 1998 Damage Assessment Table • Centerline Road Network • Extraterritorial Jurisdiction • Land Parcels • Current Infrastructure

  9. Data Files • One Way Roads • Rivers • US Census Data • City of San Marcos Master Plan • Elevation • Contours • DEM

  10. Data Description • Projection: • Texas State Plane Coordinate System • NAD 1983 Texas South Central Zone • Metadata: • Compiled using Federal Geographic Data Committee Standards • All Data and Metadata to be made available to client upon project completion

  11. Software • Microsoft Excel • Tabular data formation • ESRI ArcGIS 9 • ArcMap 9.1 • Network Analyst • Spatial Analyst • ArcCatolog 9.1 • Data Management • Metadata

  12. Methodology • Risk Assessment • Evaluate Floodplains October 1998 Flood Line • Assign October 1998 Damage Assessment Table Data to Land Parcels • Estimate mobility based on US Census Demographics

  13. Methodology • Evacuation Network Analysis • Determine Low Water Crossings • Designate Adequate Emergency Shelters • Consider Relative Barriers & Detours • Develop Emergency Routes

  14. Methodology • Forecast • Propose Alternate Shelters & Evacuation Routes based on the City of San Marcos Master Plan • Account for future growth in Population, Infrastructure, & Extraterritorial Jurisdiction

  15. Projected Timeline

  16. Analysis Participation • Jason Haycock • Evacuation network analysis • Metadata formation • Colleen Grentz • Floodplain and flood line analysis • Determination of low water crossings • Robert Broussard • Risk assessment analysis • Determination of emergency shelters

  17. Proposed Research: • Couple FEMA data & San Marcos Flood Data, circa 1998 in order to produce map products which will show all: • Potential flood areas in & around San Marcos • Low water crossings in the San Marcos ETJ

  18. Proposed Research (cont.): • Develop evacuation routes which: • Lead evacuees to primary & secondary shelters (balance capacity & locations) • Will detour evacuees safely around low water crossings on their way to shelters

  19. San Marcos Low Water Crossing

  20. Proposed Research (cont.): • Produce an analysis of Year 2000 Census and San Marcos tax appraisal data to: • Highlight areas where individuals may need help in reaching the shelters • Maps: Clear, Easily Understood, Based on Current data, & the Evacuation Maps be Key Contributors to an Efficient and Safe Evacuation under emergency conditions

  21. Deliverables: • Multiple copies of CD’s containing: • Project in Your preferred GIS format • All data & maps developed for this project • Metadata for all layers in the project • Written report (2 copies, unless requested otherwise) • Professional, gloss finished poster

  22. Proposed Budget: Data Collection‘$570 Data Analysis$10,650 Systems Management ‘ $3,000 Equipment $10,756 Software License $1,750 ------------ Total Proposed $26,726

  23. Conclusion: • Upon completion of this project, ESP aims to discover valuable information that will allow the City of San Marcos, Texas to understand more thoroughly the potential flooding areas, where shelters should be placed in relation and evacuation routes to these safe havens.
