Overview Parties to the Convention and its Kyoto Protocol considered that tools and support mechanisms are insufficiently developed to support ambitious collaborative action. The Cancun Agreements, Durban Platform and Doha Gateway all provide Parties with a range of tools and mechanisms to collaborate in the development and implementation of policies to respond to and address climate change. While each can work independently a coordinated approach will achieve maximum results. Achieving coherence among these tools is a major challenge for all Parties and is being discussed under the ADP
WHY ? Harmonisationamongst Tools and Mechanisms • Avoid Duplication of Efforts of Countries in the planning process • Enhancing implementation of Mitigation and Adaptation Benefits to the work of NDEs and CTCN • Overcome challenges in Financing • High-level attention • Accelerate implementation • Help rationalize output from the processes
Planning Warsaw : All Parties have been requested to prepare ‘Nationally‐determined Contributions’ Sustainable Development These can build on: • NAMAs (Nationally Appropriate Mitigation Actions) • TAPs ( Technology Action Plans) • Other national strategies • (LEDS, Sectoral policies and strategies) Adaptation : NAP Technology
Implementation • Funding for mitigation: • Supported NAMAs • Clean Development Mechanism • REDD+ • GEF • GCF – expected to be capitalized in 2014 • Result Based Financing • Funding for adaptation: • Adaptation Fund • GEF • GCF Technology
Capacity building Evolution of support needs as CDM developed • Potential Sector / Project identification (DNA/ Govt level) • Identification of project developers (pvt & public sector) • Identification of suitable technologies/measures & project concepts • Training of the project developers consultants to develop project documents • Support to the validation/verification entities • Capacity development at DNAs to evaluate projects • Support in the monitoring and verification process • Support DNAs to establish Standardised baselines • Linking projects with funding • Knowledge sharing • Linking CDM with New Mechanisms • Linking CDM and New mechanisms with Wider mitigation framework
UNFCCC Regional collaboration Centres Purpose: The RCCs was established with the aim to help regions underrepresented in the CDM increase their attractiveness and potential for CDM, by helping to build their capacity and reduce the risk for investors. 2014 : Linking the structure established for CDM to support wider mitigation and Adaptation initiatives under the UNFCCC Structure: Partnerships with regional organisations RCC Lome : BOAD RCC St. George’s : (WINDREF) RCC Kampala : EADB RCC Bogota : CAF Support to the NDEs UNFCCC RCCs can support CTCN to provide assistance to NDEs
Questions for NDEs • Is the technology assessment and evaluation process embedded in wider national planning initiatives? • Is technology transfer/development viewed as an end in itself or a support for other goals? • What networks exist nationally/regionally that can support coherence? • What role can the UNFCCC secretariat play in supporting or creating such networks?
