  2. CONCEPT:“The choice” – to enable disabled persons to choose how, where, and with whom to take decisions regarding their own lives • GOAL: To improve the quality of life of disabled people.

  3. TARGET GROUPS: • Disabled children (0-18 years old) who are in a family, in residential or other settings, • Disabled young people (18-26 years old) who are in a family, in residential or other settings, • Disabled adults of active age, employed or not; • Disabled adults over retiring age • Families at risk of giving birth to a disabled child.

  4. Main Principles • Equalizing Opportunities - established by the United Nations • De-centralization and responsibility of the community • Solidarity • Inter-sector and interdisciplinary intervention • Partnership • Assisting disabled people in achieving an independent life.

  5. Administrative Reform • Reforming legislation • Improving managerial capacity at the SSPH level and in its subordinated units • Modernizing the monitoring system to promote and respect the disabled persons’ rights • Improving the efficiency of the management of residential centers • Extending public services • Developing quality standards • Establishing a social intervention system

  6. Institutional Reform • This is a four-stage process (with all four areas of activity being developed simultaneously): • Prevention of institutionalization • Institutional restructuring • Development of the alternative assistance and special protection system • De-institutionalization

  7.
