  2. Public cost only • Cost of management is public costs • No organised private management • Private in-direct costs not included • Individual/company level: time consumption for administration etc. • Private organisations: participation in advisory board etc.

Sources of cost data • National data provided to a OECD project • Financial support to fisheries: Implications for sustainable development • Three lines of the cost ”general services” can be used: Management, Enforcement, Research • Data for 2003, 2004, 2005. 2006 might be under way! • We are working on approaching the responsible at relevant institutions to get defintions in order to validate our use of the data • Alternative sources • National accounts for relevant institutions (includes all activities) • Yearly reports from institutions (but not all) • Differences between total budget (in yearly reports) and data for OECD. A filter to clean the data has been used. OECD data probably the best available.

  5. Fisheries • Agreed on two fisheries in Denmark: • Pelagic fisheries: • DK definiton: Vessels over 40 m, excl industrial trawlers • EU - ? • Demersal fisheries (in reality the rest incl. special fisheries blue mussel vessels and industrial trawlers)

Fleet structure • Two sources: EU (Iain) FOI Ex 2005: • No. vessels: Pelagic: EU: 246/FOI: 22 All other: EU: 2.021/FOI: 105 • Tonnage Pelagic: EU GT: 62.703/FOI: 19.332 All other: EU: 27.368/FOI: 59.874 Reason for difference unclear – more than a scale problem • Both sources hold a long list of data • EU: capacity, effort, employment, fin. Position, landings, revenue and costs • FOI: Economic data; gross tonnage, man days at sea, gross profit, cost, investments, assets etc.

Resource endowments • All regulated under TAC, licenses to fish, days at sea • Pelagic: Mackerel and herring • ITQ on herring since 2003 – concentration of quotas • Individual quotas on mackerel since 2003 • Demersal (rest) • Various specific regulations • Rations on bi-weekly/monthly basis – regulated on vessel sizes, areas and rest TAC • Individual vessel shares (FKA) from 2007

  12. The ports • More than 700 registered landing places, of which in 2005: • 298 had any reg. Landings • 193 landing value over 6.700 € (50.000 Dkr) • 91 landing values over 133.000 € (1 mio Dkr) • 13 largest had 84 % of all landing values • Licensed first hand dealers: 375, of which 9 auctions and 12 fish-collecting agencies
