Inspection Program • Late 1990’s-2001: Emphasis on annual maintenance. • 2001: Neuse River Rules. Town performs annual inspections internally and does compliance tracking via spreadsheet. • 2005: Phase II EPA Regulations enacted; all sites with 24% or more impervious must design/construct SCM’s to meet 85% TSS. • 2007: TOC transitions to independent inspections by certified professionals. • 2009: TOC requires new 30-day turnaround time for PE Certification on new SCM’s following developer receiving Certificate of Compliance. • 2010: Updated Compliance Tracking Program developed by TOC to ensure SCM’s are inspected and functional each year by established deadlines. _______________________________________________________________________________________________________________________________________________________

Challenges of Tracking Over 950 SCM’s • Ownershipchanges hands frequently as does the mailing addresses for the owner. • Managementof the SCM’s changes hands frequently from one management company to the next.
