Transformed Sovereignty • global social, economic, security and environmental issues call for a transformed approach • globalization processes are ambiguous - increased global unification is coupled with increased local fragmentation → the concept of glocalization

European Cross-Border Cooperation • Open questions: Which law has precedence in the case of such entities? According to which law should these entities be constituted? • The Madrid Convention does not override national law, but it opens possibilities of transnational governance
