EA and SD Although initially formulated for software engineering, the Department of Defense has adapted the technique as part of its evolutionary acquisition strategy to get newer technologies into large platforms.
Evolutionary Acquisition Evolutionary acquisition is an acquisition strategy that defines, develops, produces or acquires, and fields an initial hardware of software increment (or block) of operational capability. It is based on technologies demonstrated in relevant environments, time-phased requirements, and demonstrated manufacturing or software deployment capabilities.
EA Approach • Field an “militarily useful” capability • Operational • Proven • Sustainable • Plan for built in improvements • Incremental • Particularly useful if software is a big part
EA Policy • Oct 2000 Defense Acquisition Executive “. . .evolutionary acquisition strategies will be the preferred approach to satisfying operational needs. . .”
Key Factors Requirements Urgency of need (evolving threat) Technology Readiness and availability Affordability Cost of final and interim capabilities Modular open systems design is key
Challenges • Effective and supportable strategy • What is “militarily useful”? • Early definitions • Increments • Adequate Testing
