Where the law stands right now… • 31-27-2(d) (2) and (3) and 31-27-2.8 say: Any second offender may be required to operate motor vehicles equipped with ignition interlock devices from one to two years. Third or subsequent offender may be required to use the device for 2 years. Requirements begin following any incarceration period.

  3. Why change laws on the Ignition Interlock?

Our State Progress Report (on Drunk Driving) • We rank #43 and continue to stay in the bottom 10. -According to MADD we have made great strides but a law mandating interlocks will save even more lives. (23 fatal accidents in Rhode Island where at least one driver had a BAC of 0.8% or above in 2008)

  5. Federal 5%Sanctions Start in 2012 • States that do not require installation of ignition interlock devices after a first offense could lose federal highway funds. Impact of 5% Sanction (dollars in thousands, federal fiscal years) Interstate Maintenance: $524 National Highway System: $2,266 Surface Transportation: $ 1,615 Total: $4,405

Look to New Mexico as the example… (Ignition Interlock laws were established in 2005 in New Mexico) • There was an 11% decrease in just 1year from 2004(219)- 2005(194) • From 2002-2006 Alcohol- Involved Crash Rates has dropped 30% with the biggest decrease 2.59 (2004) to 2.07 (2005) down to 2.02 (2006)

  10. Ignition Interlock estimates costs… • Installation is a one time fee of about $75 dollars. • It takes anywhere from $60-$90 a month to run the ignition interlock. (About $2-$3 a day same cost as a single drink) • The installation and monthly fee comes at the expense of the violator. • If he/she does not have the appropriate funds the state can give subsidies from other traffic violation tickets to help pay for it.

  11. Cost Effective • In New Mexico ignition interlocks “reduce the economic impact of drunk driving by $3 to $7 for every $1 of cost”(2007 Interlock Symposium) • “Interlocks reduce DWI re-arrests by 40-90%”(2007 Interlock Symposium)
