SSN CTRA Results - Metrics • An SSN SPETERL allowance is ~125 items • Averages from 19 SSN688s, SSN21/22, SSN776 • Initial on board inventory accuracy to SPETERL allowance: 65% • 62 excess and 43 deficiencies • Initial Cal Recall Accuracy: 43% • 81 sighted but not on recall • 35 surveys • 32 usable items turned-in to CTRA Center for redistribution worth $77,000 • 7 obsolescent or non-standard TE on board TMDE Fleet Review - SSN CTRA - May 09

SSN CTRA Results - Metrics • From the 59 Excess TE based on revised SPETERL • ~$6000 in annual calibration cost avoidance • Occupy 19 cu ft and weigh 500 lbs • ~$83,500 worth of reusable TE • 45 ‘free fills’ from CTRA Center worth ~ $99,000 • Net average savings and cost avoidances after excess are removed and allowanced TE on board • 13 fewer pieces of TE • 8 cu ft of space and 180 lbs weight margin returned to the boat • ~$1900 annual calibration cost avoidance TMDE Fleet Review - SSN CTRA - May 09

  16. Feedback from the Deckplates • Access to TMDEI and SPETERL • Chop: “What are they? We can’t find them, they never get to me.” • Proposed solutions: • Provide to regional Cal Coordinators along with CRL for hand-delivery distribution to boats • Load TMDEI and SPETERLs on SUBFOR high-side website; boats can use SIPRNET to download via T-1 • Training • CalCoord: “I’m the Ship’s Calibration Coordinator, but I’ve only been trained to be an FCA tech.” • Proposed solution: Develop TMDE Program Management training (remember, submarines don’t have an EMO) and post on NKO • Excess and non-standard TE • CO: “Chop, how did all this extra test equipment get on board?” “Eng, why do you have so much non-standard test equipment?” • Proposed solution: Control proliferation of TE to boats TMDE Fleet Review - SSN CTRA - May 09

Program Recommendations • SUBMEPP CTRA executors make the following program recommendations and observations: • SPETERL alignment: more responsive turn around to ship • SCATs: improved, more proactive assignment of SCATs • Standard boat equipment SCAT coded (LAN testing, optical, IR guns) • Educate and encourage ISEAs to use TMDEI and METRL (through CMRS – Calibration/Measurement Requirements Summary) • NAVICP substituting “equivalent” TE under same NSN that are not equivalent and not approved by Corona • SCAT tech specs have expanded over time, not all TE under one SCAT are created equal (split SCATs or designate SPETE) TMDE Fleet Review - SSN CTRA - May 09
