Glossary of Terms • Proctor Caching is a process of loading or “caching” test content locally on a computer at the school level and has been completed by the District IT team. • Does not require a separate caching server and can run on any workstation on the network that meets minimum requirements. • Proctor Caching software is provided by Pearson. • Reduces test delays due to network congestion. • Provides students with a more seamless testing experience. • Requiredfor all FCAT/FCAT 2.0/EOC computer-based testing in Florida.

Glossary of Terms • TestNav 6.9 (TestNav) • Platform for Florida’s high-stakes computer-based statewide assessments. • Software application installed either on a file server or on each computer that will be used for testing. This has been completed by the District IT team. Note: This is the URL used for testing this Fall; it is different from the URL used for the Infrastructure Trial.

Glossary of Terms • TestHear • Platform used to deliver accommodated forms (e.g., large print, zoom, color contrast, screen reader, assistive devices) for Florida’s high-stakes computer-based statewide assessments. • Software application installed on each computer that will be used to test students who require computer-based accommodations. This will be done by the District IT team once you have identified how many and which computers you will need. • TestHear will operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). TestHear will not work on Mac OS X 10.4 or on Macs that cannot also run Windows.

Glossary of Terms • ePAT • Electronic Practice Assessment Tool • Provides students an opportunity to practice using the computer-based platform prior to testing. • Available for download at www.FLAssessments.com/ePATs. • Download ePAT launcher separately from test content. This has been completed by the District IT team and is on every computer. • Accommodated ePATs are also available. Launcher is bundled with the practice test content for accommodated forms. • Scripts and instructions for downloading ePATs are under the Resources tab.

  10. Fall 2011 Retakes Test Administration Schedule • *FCAT 2.0 Reading is divided into two sessions, which must be administered over two days during the testing window. Each session may last no longer than half of a typical school day. • October 24 – October 26: Additional make-up days for CBT tests ONLY

What’s New for Fall 2011 • See the appropriate test administration manual for more details. • District and school personnel must be familiar with all three manuals, as applicable. • The four-function calculators distributed by the FDOE, formerly referred to as “FCAT calculators,” are now called “approved four-function calculators” and are the only calculators that can be used for this administration (except for approved calculators for students with visual impairments). • Students are now required to sign/agree to a pledge that states that they will not “give or receive unauthorized help” and they acknowledge that such help is cheating. • Schools must ensure students take the correct Reading Retake test (FCAT or FCAT 2.0). Check the test books carefully before distributing (paper-based) and/or ensure students are assigned to the correct form (computer-based).

  14. What’s New for Fall 2011 • The FCAT 2.0 Reading Retake is divided into two sessions and must be administered over two days. Test administrators must carefully monitor students to ensure they do not work in the wrong session. • For the computer-based FCAT 2.0 Reading Retake delivered via TestNav, a seal code is used to separate the sessions. • For the accommodated computer-based FCAT 2.0 Reading Retake delivered via TestHear, test administrators must ensure students only complete questions 1-27 on Session 1 (day 1) and complete questions 28-53 on Session 2 (day 2). There are no seals or stop signs between sessions. • For the paper-based FCAT 2.0 Reading Retake, Session 2 of the test and answer book is sealed.

What’s New for Fall 2011 • Test administrators must maintain an accurate seating chart for each group of students testing in the same room. • In the Fall 2011 Retake Manual, Special Documents Instructions have been organized into test administrator and school assessment coordinator sections. • Test administrator instructions for administering tests to students using large print materials (paper-based) have been enhanced. • The FCAT/FCAT 2.0 Administration and Security Agreement has been revised to emphasize the importance of proper training and possible consequences of test administration irregularities. • The “pallet detail” is now called the “shipment detail” because it is provided for all shipments, not just those containing pallets. • Accommodated computer-based test forms (large print, color contrast, zoom, screen reader, assistive devices) will be accessed using TestHear software. Instructions are in the Fall 2011 Accommodations Guide.

  16. Reminders for Fall 2011 • See the appropriate test administration manual for more details on all reminders. • For paper-based and computer-based administrations: • Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences including test invalidations and/or loss of teaching certification. • Students may not have any electronic or recording devices at their desks, in their pockets, or anywhere they can reach them during testing, even if the devices are turned off or the students do not use them. • If a student begins a test and leaves campus without finishing, he or she will NOT be allowed to complete that test. • Forms and materials for test administration can be found at www.FLAssessments.com/FallRetake. • Manuals must be provided to itinerant teachers in time for them to prepare, and itinerant teachers must be included in test administrator training. • School assessment coordinators and test administrators must maintain certain required administration information, as directed by the district assessment coordinator.

  17. CBT: Reminders for Fall 2011 • For computer-based testing only: • Test Administrator user accounts were created on September 23, 2011 for PearsonAccess. • Students are required to participate in a practice test (ePAT) using the script provided in the manual. • Students can request a hand-held calculator to use on the day of testing. • Schools will supply photocopies of the reference sheet to students.

  18. PBT: Reminders for Fall 2011 • For paper-based testing only: • You will receive a set of PreID labels for each paper-based test being administered. Affix the label to the correct test for that student. • If a label is affixed to the wrong book, it CANNOT be used by another student. Do not remove the label. Return it with other NOT TO BE SCORED materials and grid the PreID information on a replacement test and answer book. • The following categories must be correct on a label in order for it to be used: Student Name, Student ID Number, District Number, and School Number. • School assessment coordinators and test administrators must track security numbers of secure test documents. • Test administrators and school assessment coordinators must refer to the Special Documents section of the manual for large print, braille, and one-item-per-page responsibilities. • Pre-populated Administration Record/Security Checklists are provided in PearsonAccess.

  19. FCAT 2.0 Reading Retake • This test must be administered in 2 sessions over 2 days. • Students should be permitted one-half of a regular school day for each session. • The paper-based test does not have a stop sign, but Session 1 and Session 2 are sealed separately. Students should NOT break the second seal until day 2. • The computer-based test has an electronic seal between the two sessions. Students EXIT the test on their first day of testing and must be resumed in PearsonAccess and must have the correct seal code to continue to Session 2 on day 2. • The accommodated computer-based test does not have an electronic seal between sessions. Students must be monitored and reminded to complete questions 1-27 on day 1 and questions 28-53 on day 2. • The Session signs include the question numbers for each session.

  20. FCAT 2.0 Reading Retake Electronic Seal Code • In Session 1, students will only be able to click “Next Section” from the Go To screen. • Once they proceed beyond the Go To screen, they cannot return to Session 1. • TestNav will show 3 sections of the test with answered/unanswered questions. • Section 1 is the Welcome screen/student pledge/test group code section. • Section 2 is questions 1-27 (Session 1). • Section 3 is questions 28-53 (Session 2).

  21. FCAT 2.0 Reading Retake Electronic Seal Code • The Session 2 Seal Code screen includes a stop sign and a box to enter the seal code. Students cannot return to Session 1 from this screen. Test administrators should not post the seal code until instructed to do so in the script on day 2.

FCAT Retake: Students to be Tested • FCAT Reading Retake • All students who entered Grade 9 prior to Fall 2009 and are pursuing a standard Florida high school diploma • FCAT Mathematics Retake • All students who entered Grade 9 in Fall 2009 and earlier and are pursuing a standard Florida high school diploma • Students eligible to participate are as follows: • Grades 11-13 regular high schools students who have not yet passed both parts of the FCAT required for graduation with a standard diploma • Adult high school students who have not yet passed both parts of the FCAT required for graduation with a standard diploma • Certificate of Completion students • Students who have completed the minimum number of credits and the district-specified courses but who have not satisfied other requirements for a standard high school diploma • Students who have met all of the requirements for a standard high school diploma except earning passing scores on the parts of the FCAT required for graduation • See Fall 2011 CBT Manual or Fall 2011 Retake Manual for more information about students to be tested.

FCAT 2.0 Retake: Students to be Tested • FCAT 2.0 Reading Retake: All students who entered Grade 9 in 2009 and beyond and are pursuing a standard Florida high school diploma must pass the Grade 10 FCAT 2.0 Reading test as one of the requirements for graduation. Students eligible to participate in this administration are as follows: • Grade 11 regular high school students (entered Grade 9 in 2009) who did not pass the Grade 10 FCAT 2.0 Reading test required for graduation with a standard diploma • See Fall 2011 CBT Manual or Fall 2011 Retake Manual for more information about students to be tested.

CBT: Materials Needed for Testing For computer-based testing: • Student Authorization Tickets (secure materials) • Session/Test/Location • Student Name/Date of Birth/Student ID (partial) • Student Signature Line • URL/Login ID/Test Code (password) • Students need a pencil or pen to sign their tickets. • If the Last Name, First Name, or ID number is incorrect, the student must not use the ticket. • The ID number will show the last five digits of the Florida Student Number OR the last four digits of the Social Security Number and an X. • If the Date of Birth is the only incorrect field, the student may use the ticket and the birthdate can be updated after testing with the student database manager.

CBT: Materials Needed for Testing • Reference Sheets • The computer-based Mathematics Retake has a pop-up window that includes the FCAT Mathematics Retake Reference Sheet. • Schools will provide paper copies of reference sheets to students; however, schools must make their own copies. (The reference sheet is available in Appendix E of the Fall 2011 CBT Manual and online at www.FLAssessments.com/FallRetake.)

PBT: Security Numbers • Used to account for each test and answer book • Consists of a nine-digit number followed by a check digit • Packing list will indicate the number ranges assigned to each school, and written documentation of the number ranges must be maintained at all times during distribution and return of books. • Pre-populated Administration Record/Security Checklists are provided in PearsonAccess. • Test administrator should maintain a list of all secure materials assigned to him or her, including any additional materials assigned throughout the administration. • See pg. 14 of the Fall 2011 Retake Manual if a document becomes soiled.

  36. PBT: DNS and UNDO Bubbles • Located in the SCHOOL USE ONLY box on the student grid sheet. • If a DNS bubble has been gridded by mistake, erase the DNS bubble and grid the UNDO bubble. Package the document with other TO BE SCORED materials.

  37. PBT: DNS and UNDO Bubbles The DNS bubble MUST be gridded if any of the following circumstances occur: • The document is defective and USED. • A student name, student ID number, district number, OR school number is INCORRECT on a label affixed to a USED document. • A student label has been placed over another student label on a USED document. Under the following circumstances, it is NOT necessary to grid the DNS bubble if the document has been packaged properly for return with all other NOT TO BE SCORED materials: • The preidentified document belongs to a student who has withdrawn before testing begins. • The preidentified document belongs to a student who was absent during the entire testing window. • The document is defective and UNUSED. • The preidentified information is incorrect and the document is UNUSED.

  38. PBT: Student Demographic Information • Student grid sheet captures student demographic information. • A document is preidentified if it has a student label affixed. • Blank student grid sheets (non-preidentified) must be gridded using a No. 2 pencil. • Only school personnel may grid the following: Primary Exceptionality, Section 504, ESE/504 Accommodation Types, ELL Accommodation Types, and ELL • School personnel or students may grid the following: Student Name, District/School Number, Social Security Number or Florida Student Number, Date of Birth, Student Grade Level, Gender, Ethnicity, and Race • Incomplete grid sheets will result in delayed score reporting for those students • For more information about specific demographic fields, see pages 5-8 of the Fall 2011 Retake Manual.

Communicate Testing Policies to Students Prior to testing, make sure students understand the following policies: • Electronic Devices Policy: If students are found with ANY electronic device during testing, their tests will be invalidated. • Leaving Campus: If students leave campus before completing the test (for lunch, an appointment, illness, etc.), they WILL NOT be allowed to complete the test. • Student Pledge: If students are caught cheating or irregular answer patterns are detected during scoring, their tests will be invalidated.

  42. Missing Materials and Test Irregularities/Security Breaches • Test administrators should report any test irregularities (e.g., disruptive students, loss of Internet connectivity) and possible security breaches to the school assessment coordinator immediately. • If a secure document, such as a test and answer book, a Student Authorization Ticket, a used Work Folder, a used reference sheet, or a Session Roster, is not found or a test irregularity or security breach is identified, the school assessment coordinator must contact the district assessment coordinator. • Missing Materials form and Test Irregularities/Security Breaches form can be found online at www.FLAssessments.com/FallRetake.

  43. Test Invalidation Policies and Procedures • Purpose of test invalidation is to identify when the validity of test results has been compromised. • A test administrator should discuss any situation involving possible invalidation with the school assessment coordinator and the situation should be investigated before a final invalidation decision is made. • A test MUST be invalidated if any of the following circumstances occur: • A student has an electronic device during testing. • A student is cheating during testing.

  44. Test Invalidation Policies and Procedures A test MAY be invalidated if any of the following circumstances occur: • A student becomes ill and is unable to finish, OR a student is not allowed the correct amount of time. • A student was given an accommodation not allowed on the FCAT/FCAT 2.0. • A student was given an accommodation not on the student’s IEP, Section 504 plan, or ELL plan. • A student was not provided an allowable accommodation listed on the student’s IEP, Section 504 plan, or ELL plan. • An error occurs in test administration or procedures that could compromise the validity of the test results (e.g., students had access to an unauthorized visual aid that gave an unfair advantage). • A student is disruptive during testing. • A student taking the FCAT 2.0 Reading Retake works in the wrong session (e.g., works in Session 2 on Day 1, changes answers in Session 1 on Day 2).

  45. Security Log • Schools are required to maintain an accurate Security Log for each testing room. • Anyone who enters a room for the purpose of monitoring a test MUST sign the log for that testing room, regardless of how much time he/she spends monitoring a testing room. • A perforated Security Log can be found in the manual. • Blank Security Log can also be found at www.FLAssessments.com/FallRetake.

Seating Chart • Test administrators are required to maintain an accurate seating chart for each testing room. • Seating charts must include the following: • Room name/number • Student names • Each student’s location in the room during testing • Date • Time • Subject tested • Test administrator name • Names of proctors (if applicable) • Test group code • Seating charts must be returned to the school assessment coordinator after testing. • For FCAT 2.0 Reading Retake, maintain seating charts for both sessions.

  48. CBT: Practice Test (ePAT) • All students MUST participate in a practice test prior to taking a computer-based assessment. • Recommend completing at least two weeks prior to administration. • TestHear ePATs are also available for students to practice accommodated CBT forms. • Provide students with URL so they can practice on their own: www.FLAssessments.com/ePAT.
