Winterbourne View A Panorama TV programme showed people with learning disabilities being abused both physically & verbally at Winterbourne View This is a private hospital run by a company called Castlebeck Care The Care Quality Commission (CQC) looked into what happened. The CQC checks services all over England to make sure they meet the rules for good, safe care
Winterbourne View After lots of checking, the CQC stopped services at Winterbourne View The CQC also checked the 23 other services run by Castlebeck Care & has ordered changes to be made in most of their services They are also doing unannounced (surprise) checks on 150 other services that provide assessment & treatment services X 23 Castlebeck services X 150 other services
Some of the things we do in Ealing to keep people in our care safe ? • We don’t have a local private hospital but we do have 7 people placed in assessment & treatment units & 6 people in forensic units outside of Ealing • Care managers and Commissioning continue to do reviews of all clients getting a care package funded by social services and by the NHS, including those in residential care x 13
Signed up to the Pan London Safeguarding Adults Policy Run awareness sessions for our staff including the voluntary and private sector Run training sessions for staff to make referrals if they are worried about the care of individuals Published an easy read leaflet - Say No To Abuse Ealing Mencap is doing a lot of campaigning Some of the things we do in Ealing to keep people in our care safe ? Have a close working relationship with the Community Safety Unit Pay for CRB checks for all staff we employ Recommend people using individual budgets, employ staff that are CRB checked.The council pays for these checks The Council runs a Hate Crime Task Group which looks at raising awareness with the public and partner agencies Some of the things we do in Ealing to keep people in our care safe ?

Where alleged abuse took place • Highest number at own home • Second highest at nursing home & residential home • Others include family member’s home, general hospital, public place, sheltered/supported accommodation
Relationship of the person causing harm The highest numbers were: ? • Not known • Other family member • Home care staff • Nursing care staff • Residential care staff
Who made the referrals • The highest number of referrals were made by social care staff • Health staff made the second highest number of referrals • Others included family members, self referrals, Friend/neighbour, emergency services worker Social care Health staff Others
Some of the actions taken for the victims • Medical treatment • Counselling/support • Advocacy • Managing access to the person causing harm • More assessment and services • More monitoring (checking)
