The content loop: A contribution to develop the IT use in the public sector (1999-2003)

The Content Loop project aimed to improve access to educational and cultural resources in the public sector while addressing researchers' data needs. By testing a novel economic model, it expanded access to national resources, maintaining neutrality with ISPs and promoting a new paradigm for service delivery to public users. The initiative leveraged GEANT, RENATER, and GIX to offer free outgoing traffic, fair pricing for incoming traffic, and collaboration with ISPs. The project's achievements included partnerships with prestigious institutions such as the National Library of France, Cité des Sciences et de l’Industrie, and various museums, showcasing the potential for broadening access to information beyond traditional libraries. However, sustained commitment and overcoming internal organizational challenges remain crucial for long-term success in public sector IT development.

  2. Objectives • Improve the access to pedagogical contents and cultural heritage for the education system • Answer to expectations from researchers to access data (70 % on-site users are researchers at the National library) • Test a different economical model for general interest services

Realisation (2000-2003) • Free of charge all out-going traffic (public service) [34-155 Mb/s] • Normal charging scheme for incoming traffic to prevent unfair competition with ISPs (Site Internet access) (less than 1/10th of bandwidth) • Possibility to work in conjunction with an alternative ISP
