2009+ Air Facility System (AFS) Phase III Modernized Permit Compliance System (PCS) Direct user release implemented June/August 2006 2006/9 Phase II Completed and Launched June 2002 Federal Enforcement Docket System Phase I 2002 Regional Tracking Systems Interface with Facility Registry System (FRS) Interface with Data Integration Tools (e.g., IDEA) Background: ICIS Phases and Delivery Time Frames
PCS Modernization Direct User Release Completed in FY2006 • On June 23, 2006, the new system, the Integrated Compliance Information System (ICIS 2.0) was released. • ICIS is one system, but has two components: • ICIS-NPDES –supports the implementation and management of the NPDES permitting and compliance enforcement program in EPA and states. • Direct Users: 21 States, 2 Tribes, and 9 territories are now using ICIS-NPDES instead of PCS as well as EPA. • ICIS-FE&C - supports the Federal Enforcement and Compliance component of EPA’s civil enforcement and compliance program.
Current ICIS-NPDES Direct Users *State government not approved for the NPDES program; implemented by EPA Region. Italics – Tribe or Territory. ^ State may really become direct users since do DMR batch via PCS desktop utility.
Future Users: ICIS-NPDES *Batch Release • 3-Part Batch Release Approach: • Part 1: DMR flows from state systems to ICIS-NPDES from hybrid states. • Hybrid States are states that batch their DMR data and direct enter all their other data into Permit Compliance System • Part 2: DMR flows from facilities in direct user states (NetDMR) to ICIS-NPDES. • All States currently using ICIS-NPDES • Part 3: All other non-DMR flows for full batch states. *Batch - users who will transfer data electronically
