Legislation: 5201 • The Florida Virtual Campus shall: • FCLA, CCLA, FDLC, FCAAS – July 1 • Implement a streamlined automated, online admissions app for transient students. • Defined as undergraduates, currently enrolled and pursing a degree at a public postsecondary education institution and who enroll in a coursed offered by a public postsecondary education institution that is not the student’s degree-granting institution.
Legislation HB5201 (cont.) • All Florida colleges and universities must: • Use the transient app, through the statewide computer-assisted student advising system (now with FVC. This is the only app you can require. • Implement the financial aid procedures • Transfer credit awarded by the transient institution to the degree-granting institution. • By December 1, 2012, provide for an interface (pass thru) to electronically send and receive and process the app.
Financial Aid Consortium Agreement • Purpose to establish conformity among PS institutions so transient students can receive Financial Aid. • Host institution may place a hold on a students transcript for outstanding obligations. That will be noted in the FASTER system. In this case, the Home institution has the authority to implement institutional procedures incenting the student to get the transcript released.
Transient Student Process • App is Routed through each schools’ established academic approval process. – IF student marked financial aid eligible – goes to FA to review. FA Officers, the last to sign off on student and courses eligibility. Indicates classes and if they are eligible for fed/state financial aid and intend to use it for the course. FA reviews students and classes – notes whether student is eligible for FA Student signs up to take a course as a transient student
Student admitted Student goes into HOST school system to register FACTS.org Transient App goes to HOST school HOST school makes admission decision Student NOT admitted No action needed. Student is notified via FACTS.org
Host institutioncreates a FASTERrecord for COA (tuition, fees, housing, books, transportation, etc.) and Enrollment status . HOME institution would request thru FASTER the COA, enrollment and transcript for students who the FA Office had deemed eligible to receive FA (and transcript info for other students) HOME school FA reviews enrollment and COST data and awards/disburses aid as appropriate Home Institution request data using FASTER at the end of drop add period and any additional times they deem necessary Term begins
The HOME institution requests from the HOST institution (at their discretion) using FASTER system any changes in student’s enrollment. IF student drops one or more classes = HOME school takes appropriate action (BF repayment if dropped class; Title IV Returns if Withdrawal) Term ends – Registrar at Home institution requests HOST institution transmit transcripts for all students back to HOME school through FASTER system. HOME institution reviews transcript for potential Unofficial Withdraw/Return of Title IV if necessary) Financial Aid Transient App Flow
