  3. Why Board Exams? • Best global research shows that board exam systems key to success of world’s best performing systems for ALL students • Why? Because they provide the support students must have to succeed • Crucially important for low-performing schools and students

Lower Division: A Closer Look • Not elite programs • But designed to prepare students for elite programs • Can get students college-ready by 16 • Many bright students are dropping out because they are bored • But give less-prepared students until 18 • Help targeted to students weak points in grades 11 and 12 can make all the difference

Move-On-When-Ready • Special diploma for students who pass their lower division exams • Pass point set on lower division exams set to what it really takes to be successful in the initial credit-bearing courses in 2-yr and 4-yr open-admissions institutions • Students can go to those institutions as soon as they are ready • Or stay in high school for upper division board exam program, upper division Career and Tech Program • For students who do not pass, high schools analyze sub-scores and construct personalized program to help them succeed on next attempt

Getting Started • Identify 10 to 20 demonstration high schools • Reasonably representative of state student population • 5 subjects: English, math, sciences, history, arts • Consider regional board exam high schools for rural areas • Consider partnerships among secondary school feeder systems, open admissions colleges • Volunteer schools, volunteer students • Estimating about 30% of school’s students sign up the first year, perhaps 5% more each year after that • At least at first, the new standard is not the basis of the high school diploma
