Europe and EIT in the Future: new KICs & Funding Prof. Anders Flodström fVice-Chairman of the EIT Governing Board On EIT and Europe in the Future Riga – September 10, 2012
2014 to 2020 • Horizon 2020 • ERA Europa • ERC excellence • EIT innovation • ESF regional
Innovation and Labour Market • 75 % of economic growth • Not new – industrial revolution • Generic – energy, mechanisation, .. • Constructive destruction • Role of Education • ICT
Triangle of Innovation, Labour Market and Innovation • Political – lower the support when you are jobless • New jobs available but no one has the right competencies • Why? The jobs change faster than the competence • Secretaries need to become software developers • Knowledge less important! Skills more important and especially ICT!! • Next? Learn to learn?
Universities need to be evaluated differently. A mix of synergetic interaction between research, teaching and innovation. A mix of stakeholder; industrialists, students, academicians, society
Is there work to do? Yes! Ask rather in what way should we pay? • Financial systems and economy systems need to be reformed • Fair competition • Infrastructures
Obstacles to innovation Source: Science|Business conference survey for CEPT, Warsaw, 2010
Common Sense and socio-economic analysis • Ray Bradbury - the need for a vision! • Global Analysis – social, cultural and technological • Investment Strategy – impact investor
Europe have many problems • New and Old Member States • North /South • Productivity Crisis • Debt Crisis • Tax Cultures • Corporate Structure and Culture
Europe have many solutions • Lisbon 2000 – 3%, 2.5%, 50% and so on – input indicators • Horizon 2020 – mindset, innovation, entrepreneurship and competencies • EU social and structural funds for cohesion
Grand Societal Challenges • Themes: created by us - solved by us • New infrastructures, business innovations and public good in synergy • New legal entities • EU 2020 and Innovation Union, Youth on the Move, An Agenda for New Skills and Jobs • Why the EIT focus on grand societal challenges: knowledge triangle and stakeholder integration
Grand Challenges (opportunities) • Demography - not only ageing or longevity • Logistics - not only urbanisation • Genetics and proteomics - not only pharmaceuticals • Carbon - not only climate • Learning or human enhancement - not only teaching • Lisa Randall at Harvard – Higgs boson
Guiding Principles • 6 (9) new initial ideas for potential future themes • 3 current themes = will remain valid • Balance between business and public good • Fit to EIT characteristics – knowledge triangle and stakeholder integration • Scope of potential future themes should be broad in order to attract a wide range of proposals • Non-conventional
What makes a good KIC theme? • Scope - Broad enough for creativity, focused enough for results? • Social utility - Can it solve a real problem? A Grand Challenge? • Competitiveness - Does Europe have an edge, or can it gain one? • EIT relevance - Could a ‘knowledge triangle’ approach help? • What is the business case? • What are the educational benefits? • What are the research and technology challenges? • Would collaboration among the 3 sectors help?
Expanding the range of KICs Year: 2010 2014 2020
Theme: Biotechnology • Scope: >100K workers in Europe, 1.4% to 1.7% of ‘Economic Value Added’ in Europe • Diverse: Biopharmaceuticals, Agro-Bio, industrial bio • Social utility: Better healthcare and food supplies; solving the ‘Healthy Ageing’ challenge Source: Karolinska-Science|Business survey of EU doctors, regulators, researchers, industry 2010
Theme: Biotechnology (cont.) 3. Competitiveness: Good science, difficult competition
Biotechnology • The European paradox: science for science is doing OK - science for business is not doing OK! • Red, green and grey biotechnology - truly generic
Healthy Childhood • Child learning – new concepts for toys and games • Child health and nutrition habits
Ageing Population • Mobility – personal and collective • Mind – cognition • Health care • Financial, personal and health security • A divided world
Human Learning and Learning Environments • That, how and why - all separate parts of the brain to develop • The Brain • eLearning
Added Value Manufacturing • Re- or new industrialisation of Europe - less labour intensive and service oriented manufacturing? • A new view on the value chain and the values that are produced – more like a global infrastructure • Logistics and environment
Theme: Territory & smart cities ‘Smart City’ Plans in the EU
Sustainable Cities/Urban Conglomerations • 75 %of global population? • Mobility and environment – smart living • Social and urban design • Urban and non-urban
Food • Human health – the change from farm to fork to fork to farm • A large manufacturing sector in the EU • GMO and great need for new food science, technology and biotechnology • Emission of green house gases
Security + Safety • Secure identity, secure communication and a safe business • Financial security for individuals and SMEs • Global crime
KIC themes: the line-up • The challenge: PICK 3 • To consider: • Scope • Social utility • Competitiveness • Relevance of EIT model • To business • To research • To education • Collaboration helpful? • InnoEnergy • Climate Change • ICT • Added value manufacturing • Ageing population • Biotechnology • Food4Future • Healthy Childhood • Human learning and learning enhancements • Security/Safety • Territory and smart cities
Budget? • 25 % = EIT as smart investor • 12 years = average lifetime of a KIC • 10 % failure of KICs assumed • 10 • 4 billion €uros
