Manufacturing Technology- Small Business - Machining for Fabrication: Integrally Bladed Rotors (IBRs) • Objective: Establish machining techniques for titanium alloys that has twice the materials removal rate while maintaining tool life • Reduce overall price of machined titanium components • Transition from Phase II SBIR, demo in lab environment, to Phase III, demo on shop floor Develop high speed machining / high frequency tooth pass modeling capabilities and apply to machining of titanium Highly Energy Efficient Shelters with Aerogel* Insulation • Objective: Develop improved manufacturing process to integrate aerogel insulation into military soft wall shelter skins • Low thermal conductivity preserves heat or conditioned air in living quarters • Greatly reduce fuel requirements • Cost efficient & scalable manufacturing process needed to bond tent skin material to surface of aerogel Aerogel Insulated Tent Control Tent * Aerogel: Nano-sized porous silica material with lowest thermal conductivity of any known solid

RIF Selection Criteria • Is relevant to operational need or acquisition program, and: • Enhances military capability • Accelerates development of military capability • Reduces the development cost of an acquisition program • Reduces sustainment cost of a fielded system • Is completed within 24 months of award • Cost is not more than $3 million

The Transition Lexicon • Technology Transition: Range of activities involved with improving, moving, maturing, and speeding the movement of technology to the marketplace • In DoD, this usually applies to developing, adapting, or improving commercial and military technologies for use in weapon system applications. For example, monitoring technology movement to: • the next phase of acquisition; OR • an actual military system that has been or may be fielded; OR • a military / commercial test facility or depot • Technology Insertion: Introduction, placement, and integration of a demonstrated defense or commercial technology into a military system, component, or application
The Transition Lexicon (Cont’d) • Technology Transfer: In DoD, it’s the intentional communication (sharing) of knowledge, expertise, facilities, equipment, and other resources for application to military and nonmilitary systems with state and local governments, industries, and academia. (i.e. spin-off, dual-use, and spin-on) • Affordability: Consideration of “best value” options that integrates performance, cost, producibility / manufacturability, reliability, supportability, and risk • Does not mean the “cheapest” • Dictionary: To manage to bear without serious detriment . . . reasonable, modest, moderate . . .
