  1. COMMUNITY WIDEEconomic stability and prosperity through energy Efficiency Alliance for Sustainable Colorado Yampa Valley Sustainability Council NW Colorado Energy Roundtable

  2. Agenda • Guiding Principles of Energy Efficiency and Renewable Energy • Colorado’s New Energy Frontier • Local Progress • The economics of EE and RE • Getting EE Done • Timing Considerations • Making an Energy Resolution

  3. 4 Guiding Principles 1. Entities that operate with lower overhead (variable and fixed costs) are more stable, profitable and competitive over time. 2. Proven technologies and energy management measures can increase energy efficiency with lower energy consumption without compromising comfort or level of service 3. Energy efficiency and renewable energy investments in local buildings, homes and transportation creates jobs and has a 2.25 local multiplier effect 4. Economic benefits of energy efficiency, renewable energy and clean technology investments are retained locally

  4. Colorado’s New Energy Frontier

  5. Colorado Association of Ski TownsENERGY PLANS Steamboat Fraser, Winter Park Vail Summit Aspen & Snowmass, Crested Butte Silverton Telluride, Mountain Village Durango

  6. Why we should care what’s happening around us? “The increasing competition in the ski/snowboard market means that today’s winter resort must be technologically modern and efficient in terms of its operating equipment and plant, while at the same time provide a high quality experience for its guests.” Ecosign Master Resort Planners Ltd
2011 Master Development Plan for SSRC September 2011

  7. Why we should care what’s happening around us? • Maintaining our long term competitive edge • Stability in the cost of living for residents • Maintenance of municipal services through cost savings • Long term control over resort pricing (lift tickets, food costs and lodging) • Culturally popular with CO tourists • Stability in the price of homes with EE or RE

  8. LOCAL PROGRESS - Summary • CITY AND COUNTY GOVERNMENT ARE ON THE RIGHT TRACK AND WORKING TO IMPLEMENT PROGRAMS SINCE 2010 • OTHER NON-GOVERNMENT PROGRAMS ARE HAPPENING LIGHTLY • STILL AT LARGE- A COMPREHENSIVE, COMMUNITY WIDE EFFORT INCLUDING RESIDENTIAL, COMMERCIAL AND INDUSTRIAL PROJECTS

  9. Local Progress – routt count gov. Reduced Electric Energy Used by 20% + In partnership with and reported by Mckinstry with Energy Performance Contracts (EPC). Represents 10.1% in cost reduction

  10. Local Progress – routt county Reduced Natural Gas Energy Used By ~40% In partnership with and reported by Mckinstry with Energy Performance Contracts (EPC). Represents a 58% in cost reduction

  11. Local Progress – City of Steamboat • Sustainability Management Plan Lighting, HVAC optimization, vending misers, and insulation upgrades to several city facilities: Ice Arena Tennis Center Public Works Transit Center Mainstreet lighting Centennial Hall Costs savings are now measurable and verified via EPC with McKinstry for calendar year 2011

  12. Local Progress – CITY

  13. Local Progress – city

  14. Local progress – other projects GEO MainStreet Steamboat Light Project 6 buildings upgraded in 2011 Out of County Vendors In County Vendors C & C Electric Inc.

  15. Local progress – other projects Emerald Mountain Energy, Inc. Routt County Solar Installations 2010-’11 Total Sales - $266,000 Residential Projects • Daly Residence – Priest Creek Ranch • Mow Residence – Stagecoach • Dowski Residence – Whitewood • Spezia Residence – Fairview • Dudley Residence – River Road • Piaskowsky Residence – Sky Valley Commercial Projects • Big Agnes – Steamboat • Elkstone Farms – Strawberry Park • Moots Cycles – Routt County • North Routt Community Charter School – Clark • Yampatika- Routt County

  16. Local progress – other projects

  17. Still of a lot of work to be done

  18. The economics of EE (and RE) Break Even Point EE = 1-4 years RE = 11-14 years COST OF ENERGY SUPPLIED Cost of energy using current primary fossil fuel sources (+ 6.5% average annual increase nationally*) Investment in EE or RE Return on investment USE OF ENERGY OVER TIME *Dept of Labor and Statistics (2011)

  19. The economics of EE Cost savings are only ONE part of the economic benefit

  20. The economics of EE Multipliers to Economic Benefit Sources: US Dept. of Energy –The Jobs Connection (2010) American Council for an Energy Efficiency Economy (ACEEE) – EE and Economic Opportunity (2009) Rocky Mountain Institute – Economic Renewal Program (2010) Urban Consortium Energy Task Force – The Hidden Link, Energy and Economic Development (2010)

  21. The economics of EE Energy Efficiency Investments Create More Jobs

  22. The Economics of EE Energy Efficiency Benefits Local Workers • EE jobs are accessible to lower skilled workers (49% have high School diploma or less) • But EE Jobs pay $4,900/ yr above the nation median wage. • Virtually all EE job related income is retained and recycled locally.

  23. MECHANISMS FOR GETTING EE/RE DONE • Education and Outreach • Benefits of EE and RE • Local service contractors • Available tax incentives, rebates, funding opportunities • Removing the Barriers to Entry • Financing available through EPC, ICAST, grants • Accelerating permitting process for RE and retrofits

  24. MECHANISMS FOR GETTING EE/RE DONE • Incentives and Rebates • YVEA/ Atmos sponsored rebates • Shifting RE power currently purchased from Xcel to local RE producers over time -YVEA • Revolving EE Fund via YVEA unclaimed capital surplus checks • Market Drivers • Home Energy Ratings on property disclosure documents via home inspections - MPG • Cost savings above EPC guarantees for Government buildings reinvested in EE

  25. Timing Considerations Sierra Magazine – “Solar For All”, Feb. 2013

  26. Timing Considerations • Federal tax incentives exist through 2016 • EPA and other grants are still available to help financially • Gasoline tax (to pay for infrastructure) and higher emissions regs. (for coal) are in the works • Building wave is likely given low inventory. Best to establish high energy efficiency building standards BEFORE.

  27. I PLEDGE to support energy efficiency and economic development in Routt County MOVING FORWARDWhat Do we want from you? • Sign the Pledge • Engage With A County-Wide Energy Resolution • Setting Realistic Goals • Establishing An Energy Action Plan • Turning 2005 talk into action

  28. MOVING FORWARD OUR COMMUNITY OUR CHILDREN OUR QUALITY OF LIFE OUR ENVIRONMENT OUR STATE OF COLORADO OUR LOCAL ECONOMY THANKS YOU
