Incentives and Eligibility Medicare Medicaid
Key Points • MU is to improve help the health care system by implementing standards and interoperability. • There are three stages • Stage 1: 2011 • Stage 2: 2012 • Stage 3: 2013 • There are 4 types of incentives: • Medicare – Eligible Provider • Medicare – Eligible Hospital • Medicaid – Eligible Provider • Medicaid – Eligible Hospital
EHR Certification Why get certified? When did we get certified? When will you get the certified EHR?
Medicare Payment Schedule • Maximum payments based upon 75% of Medicare Part B fee schedule payments up to the maximum incentive amount per year. • e.g., Minimum of $24,000 per year to be eligible for maximum $18,000 bonus
Medicare Penalties • In 2015, reduction in Medicare reimbursement begins for physicians who are not meaningful EHR users (1% per year, capped at a 3% reduction). • Statue allows for exceptions for “significant hardship” as determined by the Secretary.
Certification Process • CMS created MU requirements • ONC created EHR requirements • NIST created the EHR certification test • ATCBs administered the test

Status of Certified RPMS EHR • Updates necessary to achieve MU are in development and many are already released. • Upcoming releases: • EHR patch 8 May 2011 • Reporting tools May and June 2011
Key Points • EHR Certification is required to participate in meaningful use • EHR Certification demonstrates RPMS-EHR is standardized and interoperable • RPMS-EHR was certified by InfoGard on April 1, 2011 • The CMS certification number can be obtained at: http://onc-chpl.force.com/ehrcert • RPMS-EHR will be updated to the certified version by the end of May 2011 • Further enhancements ongoing.
