  8. Situation • National hospitals: equipped with advanced technologies • District health care center: difficulties in remote areas • Lack of professional health workers • Poor equipment and services • Professional gap between levels

  9. Solutions • Periodical Training Course for health worker • Continuing education course on demand • On site training (technology transfer) • Support the equipment for rural areas: • Governmental budget • Regional budget • Socialization • Professional workshop

  11. Situation • Unequal professional ability • Difficult to manage the quality

  12. Solution • Improve the effective control by Ministry of Health and Provincial Department of Health • Control the licence of profession • Management of oral health care quality: • Equipment • Qualification of dentists • Cross- infection control • Requirement for continuing education

  13. Solution • Improve the quality of governmental dental services (priority: remote and isolated area) • Enforcement of qualification control of private dental services • Patients’ satisfaction to adjust the policy

Equity for people • All people in community have right to receive the oral health care on demand • Receive the insurance (not covered for esthetic dentistry) • Receive the Preventive Program: • Water Fluoridation in the South • Salt Fluoridation in Northern mountainous areas • School Based Program all over the country

  18. Equity for dental workers • Salary for dental workers is still low • Remain the big difference between professional levels: • Opportunity to enrich knowledge and skills • Opportunity to approach the new technology • Salary
