The Hillingdon Judgement • Previously common practice to support unaccompanied asylum seeking children aged 16+ under S.17. Now are looked after. • Was less statutory guidance and lower cost, but lower level of service. • Were not entitled to leaving care services. • Were not as well supported as looked after children.
The Children’s Bill and Every Child Matters • UASC will benefit as will all children from better co-ordination between services • Children in private foster care will benefit
Issues for the Council • Need for a greater range of appropriate local placements • Number looked after children, including UASC rising steadily • Recently more younger children, especially from China and Vietnam
