Sustainable Acquisition OBJECTIVE: Improve awareness and increase purchases of sustainable products
Sustainable Acquisition • LaRC NF 1707 process finalized and in place 6/1/12. • EMB provided multiple training sessions on Section 2 – Environmental to LaRC personnel and OP. • P-Card System enhanced 5/2012 to include Environmental Options requirement for every new and modified order log. • EMB created training charts for this update and provided slides to OP for distribution. • In addition to the regular training slides, EMB created one-page “cheat sheets” for the environmental sections of the NF 1707 and P-Card system. • EMB participated in OP’s Vendor Day.
Sustainable Facilities • Submetering software for B2101 • Measurement and verification of energy performance of B2101 • PER for B1194 Data Center/Office Space • EMB staff reviewing projects for energy/water/environmental impact through LF461 process
Water Quality OBJECTIVE: Improve water quality and reduce quantity of water discharged from Center
Water Quality • Sanitary PER indicated no “smoking gun” • Cleanouts • Caps • Manhole covers • MS4 Permit renewal this FY TMDLs • Implement EISA standards in designs • Climate change adaptation and mitigation
Annual EMS Environmental Review Process Cycle Repeats on Fiscal Year Basis
Environmental Planning ProcessIdentification of High Environmental Priorities and Goals for FY2013 • Environmental Management Branch (EMB) has gone through the process of identifying, categorizing, and ranking LaRC’s environmental priorities, based on NPR 8553.1B process: 1. List Activities, Products, and Services 2. Identify Environmental Aspects and Impacts 4. CategorizeEnvironmental Impacts 3. Group and Assign Aspect Categories 8. Set Objectives, Targets, and Programs 6. Determine Risk Probability Score 7. Determine Overall Risk Ranking 5. Determine Impact Severity Score . EMB has “taken a stab” at identifying what WE think are the highest priorities, but now we need your input!
Environmental Planning ProcessIdentification of High Environmental Priorities Per NPR 8553.1, each Center is required to analyze and rank the above in terms of potential impact or benefit to determine which are HIGH ENVIRONMENTAL PRIORITIES.
Environmental Planning ProcessIdentification of High Environmental Priorities Each Environmental Category is assessed based on potential impacts or benefit, including: Also consider effectiveness of existing management controls
Environmental Review ProcessProposedHigh Environmental Priorities for FY 2013
Assessment of Priorities • Next 15 slides we will provide overviews of environmental categories, including: • Details of Medium/High categories • Comparison with priority ranking from FY 2011 and 2012 • Intent is to promote discussion as we go along. • If time allows, we can also begin to brainstorm specific Targets in High Priorities.
Assessment of PrioritiesCategory: Cultural Resources • Including: • Archaeological resources • Historic resources Environmental Priority Assessment
Assessment of PrioritiesCategory: Energy/Water Consumption • Including: • Reduction in energy use • Reduction in water use • Use of renewable energy Environmental Priority Assessment
Assessment of PrioritiesCategory: Energy/Water Consumption • Not meeting EO requirements for Energy Consumption reductions • Utility cost impact to COD budgets • Agency- and Fed-wide priority
Assessment of PrioritiesCategory: Environmental Impacts Review • Including: • Project planning • National Environmental Policy Act • Mitigate and Monitor Environmental Priority Assessment
Assessment of PrioritiesCategory: Fuel, Oils, and Lubricants • Including: • Container storage • Storage tanks • Transformers • Hydraulic systems • Spill prevention, control and countermeasures Environmental Priority Assessment
Assessment of PrioritiesCategory: Hazardous Materials • Including: • Acquisition, storage and use of hazardous materials • Emergency planning and response • Community right-to-know Environmental Priority Assessment
Assessment of PrioritiesCategory: Hazardous Materials • Problems encountered during facility audits: • Labeling • Inaccurate inventories • Unneeded chemicals - “Pack Rats” tendencies • Emergency Treatment Permits for disposing of mismanaged hazardous materials: • 7 incidences since 2001 • Potential to raise ”red flags” to our regulators • Inaccurate inventories pose safety concerns with emergency response • 1,621 containers with non-PDF MSDS • One-fourth of CMTS inventories were not certified quarterly in FY12

ProposedEnvironmental High Priorities for FY 2013 • Energy/Water Consumption • Hazardous Materials • Regulated Waste • Water Quality AGREE? DISAGREE? THOUGHTS? Discussion Topic
Environmental High Priorities for FY 2013 • For each High Environmental Priority, LaRC must develop: • An Objective (broad goal to ensure High Environmental Priority will be addressed) • At least one Target (specific measurable goals that can be achieved within the upcoming year) • Specific personnel, tasks, activities, resources, and timeline for achieving the Targets must also be identified.
Potential Targets for FY 2013 • Energy/Water Consumption • Objective:Reduce energy in goal-subject facilities by 3% annually and water consumption by 2% annually as required by NECPA and EO • Hazardous Materials • Objective:Improve conformity with LaRC haz material management policies LPR • Regulated Waste • Objective: Decrease internal audit findings associated with SAA management • Water Quality • Objective: Improve water quality and reduce quantity of water discharged from Center
Next steps • October: EMB develops Targets for High Priorities and sends to EMC for review • November: FY13 Objectives/Targets begin to be implemented • Fall 2012: EMB provides presentation to senior management at Executive Safety Council meeting. • December/January: Quarterly EMC Meeting to evaluate progress toward goals. At any time, please feel free to contact Kristen Poultney or Andrea Finley regarding the EMC or any other environmental issue/topic.
