GOALS 1. Understand and share risk and other information about terrorist threats and other hazards to our national CI/KR. 2. Build and sustain effective CI/KR partnerships and coordination mechanisms. 3. Build and implement a sustainable, national CI/KR risk-management program. 4. Ensure efficient use of resources for KI/KR risk reduction. 5. Provide a foundation for continuously improving national CI/KR preparedness. 6. Promote an OIP culture of organizational excellence and a quality work environment that value and support our workforce.
MISSION Lead the coordinated national effort to reduce the risk to our critical infrastructures and key resources posed by acts of terrorism, as well as enable national preparedness, timely response and rapid recovery in the event of an attack, natural disaster or other emergency.

Overview of Risk Analysis CIP INFORMATION SPECIALIST will take part in CI/KR site, security and vulnerability assessments in support of local jurisdictions, state agencies and private partners. Aid in the development and coordination Sector-Specific Working Groups at the state level to enhance information sharing and collection activities. Will become a subject matter expert in the eighteen (18) Sector-Specific Plans and ACAMS.

2008 Top Three Infrastructure Facts And Concerns: Roads - Bridges - Wastewater Key Infrastructure Facts • 20% of Idaho’s bridges are structurally deficient or functionally obsolete. • There are 107 high hazard dams in Idaho. A high hazard dam is defined as a dam whose failure would cause a loss of life and significant property damage. • 9 of Idaho’s 569 dams are in need of rehabilitation to meet applicable state dam safety standards. • 13% of high hazard dams in Idaho have no have no emergency action plan (EAP). An EAP is a predetermined plan of action to be taken including roles, responsibilities and procedures for surveillance, notification and evacuation to reduce the potential for loss of life and property damage in an area affected by a failure or mis-operation of a dam. • Idaho’s drinking water infrastructure needs an investment of $727 million over the next 20 years. • Idaho ranked 41st in the quantity of hazardous waste produced and 43rd in the total number of hazardous waste producers. • Idaho’s ports handled 1 million tons of waterborne traffic in 2005, ranking it 39th in the nation. • 25% of Idaho’s major roads are in poor or mediocre condition. • 40% of Idaho’s major urban highways are congested. • Vehicle travel on Idaho’s highways increased 60% from 1990 to 2007. • Idaho has $444 million in wastewater infrastructure needs.
Automated Critical Asset Management System (ACAMS) • Automated Critical Asset Management System (ACAMS) is a secure, Web-based information services portal used to support infrastructure protection efforts at the state and local level. It provides access to a comprehensive set of tools and resources to develop and implement CIP (Critical Infrastructure Protection) programs. • While ACAMS focuses on pre-incident prevention and protection it also assists in post-incident response. ACAMS leverages the close relationship between local law enforcement, first responders and asset owner/operators. CIKR owners/operators are a key partner in planning and use of ACAMS and its success depends on Public/Private Partnerships. State and local personnel interact daily with CIKR (Critical Infrastructure Key Resources) owners and operators to maintain detailed, accurate infrastructure data.
Benefits of ACAMS ACAMS provides a set of tools and resources to help law enforcement, public safety and emergency response personnel by: •Collecting and using CIKR asset data •Assess CIKR asset vulnerabilities •Develop all-hazards incident response and recovery plans •Enables First responders to know the assets response plans •Provides for the input of assets floor plans/diagrams/images •Takes the guess work out of responding to an incident •Build public-private partnerships •Saves lives

SAV Team •The assessment tool utilized by the CAAT teams (Critical Asset Assessment Teams) was developed by DHS and is known as the SAV (Site Assistance Visit). •The SAV process brings together owners and operators with other security partners in developing joint mitigation strategies and facilitates the sharing of information. •The SAV process is flexible and applicable across all 18 identified CI/KR sectors.
SAV Definition •The SAV is designed to facilitate vulnerability identification and mitigation discussions between the CAAT members and the site owner/operator. •The SAV is an information gathering visit. The visit is non-regulatory and is not an inspection and there is no pass-fail grade given. At the end of the SAV, an out briefing will be conducted and a completed report will be given to the asset owner. •All hazards approach assessment •The asset population into ACAMS can also be a part of the SAV visit.
