How we can evaluate change Planned and unexpected Positive and negative External: Policy, social issues, pressures etc Outcomes Context Mechanism ‘theory of change’: i.e. howyou assume the chosen mechanism will produce the desired outcomes, in this context Internal: How individuals & groups see the issues, ‘mindset’, Professional assumptions, values, interests, constraints...
