National and State Governments • What are some differences between national and state governments? • National government… • In charge of all the states. • Things that affect the country • (President, Congress, Supreme Court, military) • State government… • In charge of what goes on in one particular state • No authority over other states • (Governor, State Congress, State Courts)

United We Stand, Divided We Fall • During the Revolutionary War, Americans realized they needed a a central authority to govern all the states • States were concerned that a national government would have too much power • Why would this worry people? • We had just fought for freedom from England, who had a king and we did not want our government to act like a king (tyranny)

  4. Articles of Confederation • Each state sent one representative to create a new national government • They created the “Articles of Confederation” • Each state would have one vote • All 13 states must agree for a new law to be passed

  5. Articles of Confederation, continued • National government could… • Wage war with other nations • Make peace with other nations • Sign treaties • Print money • State governments could… • Set taxes • Enforce national laws • Everything else!

  6. Articles of Confederation, continued • What potential problems can you think of? • Why was it hard to have state governments having more powers than the national government? • Who do you think should have more power?

  7. Northwest Ordinance • 13 original states… VT, NH, MA, RI, CT, NY, PA, DE, MD, VA, NC, SC, GA • What about all the other land in the West? • Who owned it? Could Americans go and live there?

  9. The Northwest Ordinance • Current states of Ohio, Indiana, Michigan, Illinois, Wisconsin, and Minnesota • Northwest Ordinance said that slavery was outlawed, freedom of religion, and once a territory got 60,000 males, it could apply to become a state

  10. Need for Change • The national government could not collect taxes • Could not pay soldiers • Could not pay France • People who owed money were often put in jail until they could pay their debt…See a problem with that???

  11. Shays’s Rebellion • In Massachusetts, many farmers owed money and were very poor. Daniel Shays, a Revolutionary War hero, led some farmers in a rebellion They marched into Springfield, MA and tried to get weapons at the arsenal They were defeated by 900 militia troops

  12. Result of Shays’s Rebellion • Many people sympathized with Shays and his followers • Leaders realized that the Articles of Confederation were not working • Something needed to be done • The Articles must be changed and soon!
