Discussion Points • Manufacturer Applications • Additional Information Requests • What Happens Next
Discussion Points (Cont.) • Technical Review • Approval Application • Design Drawings • Summary Sheet
Manufacturer Application • Separate Application from IIA to PHMSA • 49 CFR 107.705 & 107.807 • Cover letter explaining the request • Complete design and marking drawings • Summary sheet for all documents and test results
Manufacturer Application (cont.) • Chemical Analysis Report • 49 CFR 178.35(2)(i)(ii) • IIA Stamped Copies of Drawings • 49CFR 107.803(5)(6)
Additional Information Requests • 49 CFR 107.709(b) • 30 days to respond • Denial After no response • IIA’s / U.S. Agents will now be copied on any/all requests for additional information
Additional Items of Concern • Combined Applications for different areas of approval • RIN and Competent Authority (CA), must be two separate applications • Incomplete Drawings • Missing information on manufacturer drawings • Missing Pre-Audit Reports • Need to be completed prior to submittal of application for approval
Technical Review Discussion Points • Approvals Application • Design Drawing • Sample Design Drawing • Summary Sheet
What do we Need in an Application? • Cover letter explaining the request • Complete design drawing - a fully dimensioned sketch including minimum wall thickness, service and test pressure, cylinder volume and weight, the method of manufacture, heat treatment, material chemistry, guaranteed mechanical properties, batch test requirements, design calculations and marking etc. • Summary sheet for all the test results: • Batch and Design qualification test results • Hydraulic pressure test, Hardness test reports etc. • Dimensional checks and UE examination results/reports • Include photos of tests where relevant. • Drawing and test reports should be in English and stamped by the IIA. • Request a limit on applications to one subject/design type (< 4 designs)
Design Drawing Must include the following: • Reference to specification to which the design complies. • A fully dimensioned sketch covering all dimensions as required in the reference standard; Marking drawing or outline as appropriate • Service and test pressures (in proper units), Min volume and Empty cylinder weight • Method of manufacture, Material chemistry, Heat treatment
Design Drawing (cont.) • Mechanical Properties (Tensile test, Bend/Flattening and Charpy tests etc.) • Tests on every cylinder such as Hardness test, Thickness check etc. • Performance tests required on batch basis (Burst, Cycle, Flaw tests etc.) • Sidewall thickness calculations (as required by the specification / standard) • Proper title for the drawing clearly indicating the scope and any limitation of the applicable design. Note: Test requirements – please do not copy text verbatim from the spec but provide the actual acceptable test value/range

Application Summary Sheet • Should reference: • All documents (drawings and test reports) provided in the report on a spreadsheet format. • Number all document's in the report and indicate their location (page number) on the summary sheet. • The standard to which the design is made and show that the design satisfies the requirements of applicable clauses. • The design and marking drawings provided • Provide: • Batch test (Tensile, Bend/Flattening, Charpy tests etc.) requirements and the results/reports • Design qualification test ( Burst, Cycle, Pre-flaw tests etc.) requirements and the results/reports • Hydraulic pressure test, Hardness test results/reports etc. • Dimensional checks and UE examination results/reports • Include photos of tests where relevant such as; Burst, Cycle, Flattening etc.
Questions? DISCLAIMER: Please note that just submitting the application following the above recommended format does not guarantee an approval by itself. The formal approval depends on providing satisfactory drawings and test results.
