  2. Regional Housing Needs Allocation will occur in parallel to the Sustainable Communities Strategy and Regional Transportation Plan SB375 calls for further coordination between the RHNA-SCS-RTP with a 2010-13 timeframe

  3. The State Department of Housing and Community Development is Required to Identify the Housing Need for Each Region in the State The Council of Governments works with jurisdictions to allocate a share of the regional need to each city and county. Local Jurisdictions Update their Housing Elements

  4. This will be the 5th Regional Housing Needs Determination. It is an effort of state and local government The overall objective is to meet the state’s housing goal: Housing for all Californians including farmworkers

  5. State Provides Regional Need Number of Housing Units By Affordability Category The Region Adopts a Method and Allocates Housing Units to Each Jurisdiction Individual Cities and Counties Revise their Housing Elements Sub-Region

  6. Allocation Methodology Can Be Changed for the 5th Round Past methodologies emphasized transit oriented development Could just use SCS housing forecast as the allocation mechanism

  7. Sub-region: contiguous, and at least two or more cities and a county, or counties Council resolution for each jurisdiction wishing to participate in sub-region Sub-region responsible for running its own process Region steps-in if the sub-region is unable to complete the allocation Sub-region follows the same general rules as the region

  8. SB 375 extends the RHNA period from 5 years to 8 years RHNA allocation Should be consistent with the SCS Stricter rules for local housing element adoption Jurisdictions are required to rezone, penalties for non-compliance
