BACKGROUND • The Central American Commission of Migration Directors– OCAM – (acronym that emerged from first meetings when it called itself the Organization on Central American Migration) was established in October, 1990 in San Jose, Costa Rica, in response to a request made by Central American Presidents within the framework of the Central American Economic Plan of Action (PAECA).
