Background Never-ending discussions with governmental officers and some small manufacturers on the following two delicate subjects: • How is it possible that the hourly rate of a testing engineer is 2-3 times higher than that of a researcher with a Doctor of Science degree? • What is the need for accreditation, international recognition, proper calibration of testing equipment, participation in comparative testing programs, …, if the only important issue at testing is its price?
