Risk Management Process • The risk management process is beneficial in making operational decisions. • Following this process ensures you have considered: • The primary components of the environment. • The risks. • Applying controls to help mitigate unnecessary risks.
Step 1: Situation Awareness • Situation Awareness is the foundation of the risk management process. • Without a good understanding of the situation, it’s tough to make a good decision. 4A-4-S230-EP
Who is in charge • Objectives • Tactical instructions • Communications • Gather information • Weather: current and forecast • Previous fire behavior • Current fire behavior • Known hazards • Local factors • Access/egress • Fuels • Scout the fire Situation Awareness (Sizeup) 4A-5-S230-EP
Step 2:Hazard Assessment • Estimate POTENTIAL fire behavior hazards. • Identify tactical hazards. • What other SAFETY HAZARDS exist? • Consider SEVERITY vs. PROBABILITY.
Step 3: Hazard Control • Establish anchor points and LCES. • Establish other hazard control measures.
Step 4: Decision Point • Are controls in place? • Are tactics based on fire behavior? • Have instructions been given and understood?
Decision Point: GO/NO GO • Has the work environment been made safe? • Do the strategies and tactics make sense to you? • Has a briefing been given with feedback opportunity? 4A-9-S230-EP
Step 5: Evaluate • PERSONNEL: • Low experience level with local factors? • Distracted from primary tasks? • Fatigue or stress reactions? • Hazardous attitude?
