Background The focus is on the development of a career pipeline and interceptive strategies to improve student matriculation and eventual career success. The goal of the program is to identify and develop students in the Prince George’s County Public School System (PGCPS) who have demonstrated a sustained aptitude and interest in IT and to cultivate their educational and career growth so that they become future contributors to the economic success and viability of Prince George’s County.

Challenge • Underperforming in STEM on both global and national levels • Global competitiveness is driving demand for more STEM talent • Notable STEM “Gap” in under-represented students According to the Department of Labor: Maryland needs to fill 241,000 STEM jobs by 2018

County Programs Converging Initiatives
CountyStat • Prince George's CountyStat is a program launched by County Executive Rushern L. Baker, III to deliver results through analysis, accountability, and innovation. Focusing on specific topics, CountyStat ensures county government is making measurable progress on the issues that matter most.
Inter-County Broadband Network (ICBN) • The program will also leverage Inter-County Broadband Network (ICBN) fiber to connect students in Prince George’s County with students and resources in remote locations for the purposes of learning opportunities such as after school tutoring and education based activities such as math competitions. • Prince George’s County is one of nine jurisdictions in the ICBN. Through this grant, Prince George’s County constructed nearly 103 new fiber miles connecting 117 community anchor institutions: • 84 Schools • 23 Public Safety Facilities • 9 Municipalities • 1 Library
SY14-15 Capstone Challenge • The Capstone Challenge was created as a means by which to better align the 13 PGCPS Career Academies to current industry emerging markets, best practices and workplace trends. Students from each of the six TNI regions that participate in a Career Academy will be selected to form a core set of primary business functions that typically exist within an industry environment. Students from each of the 13 Career Academies will be selected and assigned to a team with all of the essential elements required to form a company.
OIT SYEP Challenge 2013 • The 2013 OIT SYEP was designed for 10 students from PGCPS, that were broken into two teams of five. Each of the team members was responsible for one area of focus. They were solely responsible for being the expert in that area of focus for the duration of the project and applying their expertise via technology to solving a local problem. • Problems chosen were increasing high school graduation rates and teaching technology to senior citizens.
OIT SYEP Challenge 2014 • Create a six week program that allows summer youth to work in their area of interest, while partnering with government and industry. Demonstrate that technology should play an important part in the successful execution of every professional field by using scientific method.
Education Innovation Initiative (EI2) • The EI2 program is a PreK-20 Science, Technology, Engineering, Arts and Mathematics (STEAM) academic enrichment program that is grounded in advocacy for early career pathway exposure amongst under-represented students in Prince George’s County. The mission of EI2, to provide unique access to STEAM enrichment experiences to incentivize progression toward successful completion of higher education or preparedness toward entry into STEAM and STEAM related careers.

Student Focus The first step in the program was to develop students in PGCPS who have the potential for future success by employing the following ten elements: • Identification of students with a sustained aptitude • Establishment of strategic partnerships with industry • Cultivation of growth through Instructor externships • Internships with IT related businesses and government entities • Removal of environmental impediments • Educational augmentation through remote tutoring programs • Creation of after school programs and extra-curricular activities • Non-standard educational models such as blended learning • Focus on life skills such as interview preparation • Use of mobile technology to facilitate online learning
Program Successes Steps to Fruition
IT Early College • Support the IT Early College at Prince George’s Community College (PGCC) to make maximum impact in six key areas: • Development of a plan with dramatic results for students in the County • Creation of verifiable work experience by partnering with OIT and industry • Generation of positive press by demonstrating program successes through CountyStat and other BI/DW means • Ability to compete in the changing Global Economy through the application of remote learning and hands on experience • Active business involvement in the development of internship programs and demonstrating a healthy pipeline of available candidates for company workforces • Assistance with grant writing process

Partnership Needs • Need for strong Technology & Business Partnerships • There are more than 1,000 high-tech companies employing more than 40,600 highly skilled workers in Maryland. • Prince George’s County is second among Maryland counties in both the numbers of high-tech companies located, and high tech jobs created.
Summary • Prince George’s is a county full of valuable resources, but in order to demonstrate continued viability, we must continue to cultivate our youth and to develop a skilled workforce. • This will require the cooperation of multiple stakeholders and entities to ensure the future success of the career pipeline.
