  1. OODA Loop Theory

For the Fire Service Travis Ownby – Battalion Chief Flower Mound Fire Department
  2. What is the OODA Loop? Designed by Colonel John Boyd, USAF – Korea Also known as Boyd’s Cycle The goal was to teach pilots to react quicker than their opponent so they would be in a position to win! The pilot would loop Decisions and Actions based on Observation and Orientations faster than his opponent.
  3. OODA Loop This concept is used with fighter pilots and others persons in combat situations. Multiple agencies and companies across the globe utilize this technique as a basis for the competitive edge. http://www.forbes.com/sites/davidkwilliams/2013/02/19/what-a-fighter-pilot-knows-about-business-the-ooda-loop/ http://www.fastcompany.com/44983/strategy-fighter-pilot http://dailycaller.com/2013/10/02/personal-combat-breaking-the-ooda-loop/?print=1
  4. OODA Loop explained Observation: This is information from our surroundings, interaction with the environment and outside information. As the loop cycles over it will also include feedback. Orient: The second O is probably the most important. Boyd said “The second O, orientation – as the repository of our genetic heritage, cultural tradition and previous experiences – is the most important part of the OODA Loop since it shapes the way we observe, the way we decide and the way we act. Information that we observe is filtered through this repository of information. And, it is also viewed through that repository filter. This will greatly impact our decision making ability and following actions.”
  5. OODA Loop explained Decide: In the decision step, we will make a decision based on the information gathered previously and our current observation of our surroundings, also known as our situational awareness. One important item to remember is that this is a loop system or cyclical in nature. As conditions change, we must also change with them. If the conditions change before we act, we must start the loop over and make a new decision and action. Act: The action part of the loop based off the previous information. While the action completes the loop it is also what will control the next phase of the loop and start it over. Think of action as the test portion of the hypothesis.
  6. The Roadmap Could be considered an in-depth analysis of “Situational Awareness”. Situation awareness - From Wikipedia 'Situation awareness' is the perception of environmental elements with respect to time and/or space, the comprehension of their meaning, and the projection of their status after some variable has changed, such as time, or some other variable, such as a predetermined event.
  7. So What? What does all this mean to the firefighter? How does this combat situation apply to a non-human combative? How does each rank put this to use?
  8. Firefighter Scenario Observation – Type of structure, time of day, information from dispatch, amount of fire or smoke showing, etc. Orientation – Tenure/maturity in the fire service, previous fires in similar conditions, knowledge of crew that’s with him and use of tools, KNOWLEDGE OF FIRE BEHAVIOR! Decision – follow orders or make decision Action – squirt water, climb ladder, etc.
  9. Company Officer Similar loop as firefighter BUT… Observations should be more detailed – TIC, Radio traffic, different viewpoint Orientation – Should have more experience and knowledge. Fire service maturity. More exposure Decision – The officer will think more of cause and affect of the decision when acted upon. (Hopefully)
  10. Fire Apparatus Operator Driving most closely resembles combat pilot with actions against other humans when driving, knowing the apparatus, surroundings, weather, etc. OODA loop at fire scene – water flow, pumper capabilities, aerial ops, hydrants, other operators working in conjunction, etc.
  11. Applications for OODA Not just for combative roles Everyday life, THINKING about thinking Becoming more efficient with thought process (Recognition Primed Decision skills) Negotiations, personnel issues, etc.
